Submitting Comments to MEPA
The Secretary of Environmental Affairs accepts written comments on projects currently under MEPA review. Comments may be submitted electronically, by mail, via FAX, or by hand delivery. Please note that comments submitted on MEPA documents are public records.

On ENFs, any agency or person may comment on the project, its alternatives, its potential environmental impacts, mitigation measures, and whether to require an EIR and, if so, what to require in the scope. Comments must be filed within 20 days following publication of the ENF in the Environmental Monitor (or 30 days if the proponent has filed an Expanded ENF requesting a Single EIR or Special review Procedure), unless the public comment period is extended.
On EIRs,
any agency or person may submit written comments concerning the project,
its alternatives, its potential environmental impacts, mitigation measures,
and the adequacy of the EIR, provided that the subject matter of the comment
is within the scope. Comments must be filed within 30 days of the publication
of the availability of the EIR in the Environmental Monitor, unless the
public comment period is extended.
On a Notice of Project Change, any agency or person may submit written comments
concerning the need for and nature of any further MEPA review within 20
days of the publication of the notice of the Notice of Project Change, unless
the public comment period is extended.
