  The Massachusetts Water Resources Commission (MWRC) is chaired by the Secretary of Environmental Affairs Ian A. Bowles Quabbin Reservoirand is comprised of state officials and public members who are responsible for developing, coordinating and overseeing the Commonwealth’s water policy and planning activities (see Chapter 21A of the General Laws, Section 8B). The Commission’s members include representatives from the five agencies of the Executive Office of Environmental Affairs including the Secretary of Communities and Development, and six public members representing a wide range of water users and environmental interests. Public members are appointed by the Governor.

In addition to statewide water policy planning and oversight, the Commission advises the Department of Environmental Protection (DEP) in the administration and enforcement of water pollution control policies and regulations.

The Commission focuses on three primary areas of activity:

  1. Developing new water resource policies for the state, including the technical underpinning for such policies;
  2. Prioritizing projects for funding under U.S. Army Corps of Engineers and U.S. Geologic Survey programs; and,
  3. Implementation of the Interbasin Transfer Act (M.G.L. Chapter 21, Sections 8B - 8D). The WRC has responsibility for the review and approval of transfers of water or wastewater between any of the Commonwealth's 28 river basins (including the Massachusetts Coastal Basin) under the Interbasin Transfer Act.
The Office of Water Resources in the Department of Conservation and Recreation (DCR) provides technical and staff support to the WRC. The DCR staff includes scientists, hydrogeolists and water policy specialists who undertake and oversee activities of the Commission.
