OTA Staff
OTA scientists and engineers are trained and knowledgeable in manufacturing operations - where many began their careers. Each staff person is dedicated to maintaining OTA's high standard of technical service by keeping current on the critical environmental issues and technological advances in their industry sector. They understand the technical and business issues of implementing toxics use reduction approaches and the environmental regulations that apply to a facility's operations.

John Ballam - 617-626-1070
John Ballam, OTA Energy Engineer, assists industrial clients with energy issues associated with manufacturing and facility operations. John has had more than 20 years of experience in renewable energy, generation, process heating and cooling, as well as the planning of HVAC and cogeneration systems for industrial, commercial, research and utility facilities. For OTA clients, he advises on resource conservation, improving energy efficiency, heat recovery, cogeneration, and renewable source applications. John has a bachelor’s degree in mechanical engineering from California State University San Jose State and is a licensed professional mechanical engineer.

Rich Bizzozero - 617-626-1080
Rich Bizzozero, OTA Director, has worked for OTA and the state's Toxic Use Reduction Act (TURA) program for more than 15 years, providing pollution prevention technical assistance to manufacturers in many industries.  In addition to his OTA responsibilities, Rich serves as Executive Director of the Massachusetts Toxics Use Reduction Administrative Council, a policy-making body that reviews proposed regulations to protect the health and safety of workers and the public at large and promotes increased coordination in the enforcement of toxics reduction laws statewide. Rich has played key roles in several TURA initiatives and has worked collaboratively on projects with other state and federal agencies. He has developed and led numerous trainings on regulatory compliance and pollution prevention for industry, as well as state and federal personnel. Rich earned a bachelor's degree in chemistry from the University of Vermont and a master's degree in plant and soil sciences from the University of Massachusetts.

Jim Cain - 617-626-1081
Jim Cain, OTA Team Leader, provides pollution prevention and compliance assistance to manufacturers of electronics and electrical products.  Jim has assisted companies  responding to international pressures to reduce or eliminate lead from their products.  He also has organized OTA’s industrial water management workshop series and worked on water conservation projects.  More recently, Jim has been providing assistance and training for energy efficiency project planning.  P reviously, Jim held positions in process development, production supervision, and project engineering for a chemical manufacturer. For a membrane filtration company, he developed new markets and new products for industrial applications.  Jim has a bachelor’s degree in chemical engineering from the University of Kansas and an M.B.A. from the Rochester Institute of Technology.

Scott Fortier - 617-626-1090
Scott Fortier, OTA Team Leader, provides pollution prevention and compliance assistance to Massachusetts companies within the polymer and chemical industries. He is the liaison between OTA and the Advanced Technology and Manufacturing Center at UMass-Dartmouth, a role in which he identifies opportunities to address the research needs of companies in Massachusetts. Scott has more than 25 years of experience in the chemical manufacturing and processing industry and his expertise spans polymers, adhesives, coatings, dyes and specialty chemicals.  He also has environmental health and safety, quality control, and quality assurance management experience. Scott has a bachelor’s degree in chemistry from the University of Massachusetts at Dartmouth and pursued post-graduate studies at Connecticut College and the University of Rhode Island.

Marina Gayl - 617-626-1077
Marina Gayl, OTA Environmental Engineer, provides pollution prevention assistance to lumber and wood products, furniture and fixtures, powder coating and primary metal industries. In addition, Marina serves as the OTA contact with the Central Massachusetts Business Environmental Network (CMBEN). Marina has more than 10 years of industry experience. Prior to joining OTA, she worked at a company that designed chemical plants. Marina holds bachelor and master of science degrees in civil engineering from St. Petersburg’s University (Russia).

Cecile Gordon - 617-626-1092
Cecile Gordon, OTA Environmental Engineer, provides pollution prevention and compliance assistance to Massachusetts companies in the food products industry and supports similar efforts in the power generation and sanitary services sectors. She has more than 10 years of field experience and is a Licensed Professional Engineer in Massachusetts. Cecile holds a bachelor’s degree in chemical engineering from the University of California, with additional study at Northeastern University.

David Haas - 617-626-1085
Dave Haas, OTA Environmental Analyst, provides regulatory compliance and water resource conservation assistance to Massachusetts companies in the chemical, textiles, paper, and biotechnology industries. Dave has spent over 20 years in the chemical and plastics industries as a chemist, product safety manager, and laboratory facility environmental health and safety officer. He also has been a consultant to the biotech industry. Dave has a bachelor’s degree in chemistry from Union College, a master’s in public health from Boston University, and an environmental management certificate (water resources) from Tufts University.

Susan Lanza - 617-626-1068
Susan Lanza, OTA Events and Mentoring Coordinator, manages logistics for workshops and seminars OTA sponsors for Massachusetts businesses. Her responsibilities also include managing OTA’s Partnership for Environmental Health & Safety in Schools Mentoring Program. This program, which teams schools with EHS mentors from the private and public sectors, helps schools incorporate best practices in chemicals management. Previously, Susan coordinated events for the State House and for the Department of Workforce Development. Susan holds a bachelor of arts degree from the University of Massachusetts.

Christopher MacIsaac - 617-626-1074
Christopher MacIsaac, OTA Communications Coordinator, implements OTA communications initiatives and outreach strategies. Chris also coordinates OTA procurement and supports OTA’s fiscal and administrative functions. Chris has a bachelor’s degree in political science from Northeastern University and an M.B.A. from the University of Massachusetts - Boston.

Bill McGowan - 617-626-1078
Bill McGowan, OTA Chief of Technical Services, has worked for the office for more than 16 years. He currently supervises four teams that provide toxics reduction advisory services statewide. In addition to planning OTA program strategy, he supervises staff training and development. Earlier in his OTA career, Bill was a Team Leader and provided pollution prevention technical assistance to manufacturers. Prior to joining OTA, Bill was a project engineer for a Fortune 500 company. He holds a bachelor's degree in chemistry from Salem State College and an M.B.A. from Southern New Hampshire University.

Morgan Mihok - 617-626-1088
Morgan Mihok, OTA Environmental Analyst, provides pollution prevention and compliance assistance to Massachusetts companies in the nanotechnology, textiles, paper, fabrics, and biotechnology industries. Morgan's laboratory research projects have included work in alternative fuel sources and nanotechnology. Prior to joining OTA, she worked in environmental consulting, focusing on chemical emissions and groundwater contamination. Morgan has a master's degree in chemistry from Columbia University and a bachelor's degree in chemistry from Penn State University.

Michelle Miilu - 617-626-1094
Michelle Miilu, OTA Environmental Engineer, provides pollution prevention and compliance assistance to Massachusetts companies in the printing, coating, renewable energy, dry cleaning, and product reuse and take-back industries. Michelle has a wide range of analytical laboratory experience and has worked for the State of Alabama’s   underground storage tank compliance program. Michelle has a master’s degree in civil and environmental engineering from the Massachusetts Institute of Technology (MIT) and a bachelor’s degree in natural resources and environmental science from Purdue University.

Phil Milmoe - 617-626-1086
Phil Milmoe, OTA Systems Analyst, is responsible for data collection and processing, database development, and the interpretation of data to track program effectiveness. In addition to performing data analysis, he provides technical support for state-wide seminars, workshops and other events OTA sponsors for the business community. Phil has a bachelor’s degree in computer science and applied math, as well as a master's degree in computer science from the University of Albany.

Audrey Monaco - 617-626-1084
Audrey Monaco, OTA Administrative Services Coordinator, is responsible for the office’s financial and administrative support functions, including the monitoring of budgets and managing purchasing activities. In addition, she serves as OTA’s liaison to the Human Resources Department. Prior to joining OTA 17 years ago, Audrey was in the banking industry.

Gus Ogunbameru - 617-626-1065
Augustus (Gus) Ogunbameru, OTA Team Leader, works with Massachusetts facilities in the textile, paper, commercial laundry and the biotechnology industry sectors. His team assists companies and public institutions evaluate new technologies, and implement strategies to ensure water conservation, pollution prevention and compliance with environmental regulations.  He is currently managing an OTA project investigating high-speed direct digital printing of textile substrates using radiation curable inks. This project is partly financed by the John Adams Innovation Institute. Gus previously managed the daily operations of a pulp and paper company and participated in research and development to support new industrial ventures in Nigeria.  Gus holds degrees in chemical engineering including a doctorate of science from the Massachusetts Institute of Technology. 

Gerald Podlisny - 617-626-1098
Gerry Podlisny, OTA Environmental Analyst, provides pollution prevention and compliance assistance to the metalworking and metal finishing industries, as well as the transportation equipment, manufacturing and repair sectors. He has more than 20 years of experience in technical product development and environmental health and safety in the membrane and media separation field. Prior to joining OTA, Gerry was employed as a research and development engineer for several companies. He has a bachelor’s degree in environmental sciences from Wesleyan University and studied graduate-level engineering at Northeastern University.

John Raschko - 1093
John Raschko, OTA Team Leader, provides pollution prevention and compliance assistance to companies in the medical device, energy generation/combustion, concrete/ceramics, and petroleum product sectors. He also is involved in assisting companies implement energy efficiency and renewable energy technologies, and coordinates OTA’s involvement in U.S. DOE programs.  In addition, John serves as the OTA’s liaison with researchers at the University of Massachusetts – Amherst. Prior to joining OTA, John was involved in developing innovative environmental technologies for treating oily wastes and volatile organic compounds. He has had R&D experience in synfuels and wood gasification, and also has worked as a consultant on waste-to-energy systems and other solid waste management projects. John has a doctorate in chemical engineering from Northeastern University.

Rick Reibstein - 617-626-1062
Rick Reibstein, OTA Environmental Analyst and Policy and Outreach Manager, performs program and policy analysis, conducts outreach and events, and develops special initiatives and publications for the office. Rick is OTA's resource on regulatory affairs. He has been with OTA since its inception and has participated in the design and launch of services for new industrial sectors, schools, hospitals, government agencies, homeowners and purchasers. Rick is a founder of the Northeast and Central Business Environmental Networks and the first national conference on Electronic Products Recovery and Recycling. A graduate of Hampshire College and Brooklyn Law School, he teaches environmental law at Boston and Clark universities.

Martin Reynolds - 617-626-1042
Martin Reynolds, OTA Communications Manager, coordinates communications initiatives for OTA, which provides pollution prevention technical assistance to Massachusetts businesses. Martin develops outreach strategies, tactics and materials that promote OTA services to clients and other constituents. During his career, he has led communications programs for private and publicly held corporations, including global environmental and energy companies. Martin has a bachelor’s degree in English from Boston College and a M.B.A. from Suffolk University.
