The Small Business Innovation Research (SBIR) and Technology Transfer (STTR) programs encourage small business to explore their technological potential and provide incentive to profit from its commercialization. The SBIR/STTR programs consist of three phases with awards up to $100,000 for Phase 1 - exploration of the technical merit or feasibility of an idea or technology, and up to $750,000 for Phase 2 - research, development, and evaluation of commercialization potential. The award recipient is responsible for Phase 3 funding - commercialization of innovation. Federal agencies providing SBIR and STTR funding include the Department of Energy , Environmental Protection Agency , and the National Science Foundation.

The Inventions and Innovations Program is sponsored by the U.S. Department of Energy and provides financial assistance for inventors and small businesses conducting early development or establishing technical performance of innovative energy saving concepts and technologies. Through a competitive process, grant funding is awarded at three levels - up to $50,000 for technologies in early state development, up to $250,000 for technologies approaching the point of prototype, and up to $500,000 for technology demonstrations. Additionally, technical guidance and commercialization support is provided to successful applicants.

The Pollution Prevention (P2) Grant Program is sponsored by the U.S. Environmental Protection Agency and provides matching funds to state and tribal programs to support pollution prevention activities across all environmental media and to develop state programs. The purpose of the P2 grant program is to give state programs the capability to assist businesses and industries in identifying better environmental strategies and solutions for complying with federal and state environmental regulations. It also aims to improve business competitiveness without increasing environmental impacts. The majority of P2 grants fund state-based projects for technical assistance, training, outreach, education, regulatory integration, data collection, research, demonstration projects, and recognition programs.
