Toolkit - 2007 Edition:
The second edition of the Smart Growth / Smart Energy Toolkit was completed by the Horsley Witten Group, Inc. and their subcontractors Mullin Associates, Penn Loh of Alternatives for Community Environment, and George Hall from Anderson & Kreiger, LLP.

This project was supervised by Kurt Gaertner, Eric Hove, Andrea Cooper, Janet Curtis, and Jane Pfister of the Executive Office of Energy and Environmental Affairs (EEA).
