The Health Safety Net (HSN) was created by Chapter 58 of the Acts of 2006 as the successor to the Uncompensated Care Pool (UCP). The HSN, like its predecessor, reimburses hospitals and community health centers for health care services provided to low-income Massachusetts residents who are uninsured or underinsured.
