Bullen, Commissioner # RE: FEDERAL REIMBURSEMENT FOR COMMONHEALTH SERVICES Services for CommonHealth Members As a result of Health Care Reform which became effective on July 1, 1997, MassHealth members receiving covered benefits under CommonHealth may now be included by Municipal Medicaid providers for federal reimbursement. Unlike other MassHealth programs, CommonHealth has no income guidelines and is available to all disabled children whose disability conforms to the federal disability criteria. Please remember that, according to the Provider Agreement, school districts are responsible for the delivery and payment of Medicaidcovered services listed in the student's Individualized Educational Plan. Services delivered to CommonHealth members on or after July 1, 1997, will be eligible for federal reimbursement. Therefore, you may now include in your billing those services provided to CommonHealth students previously denied participation in the Municipal Medicaid program. Retroactive billing will not be allowed for services delivered prior to July 1, 1997.
