Commonwealth of Massachusetts Executive Office of Health and Human Services Office of Medicaid www.mass.gov/masshealth Eligibility Operations Memo 10-11 October 2010 TO: MassHealth Eligibility Operations Staff FROM: Russ Kulp, Director, MassHealth Operations RE: New Level of Care Coding for Department of Developmental Services Waiver Introduction The Department of Developmental Services (DDS), in conjunction with the Office of Medicaid, has made changes to the Home and Community Based Services Waiver formerly called the DMR Waiver. The following three new waivers will replace the existing DMR Waiver. • Adult Supports Waiver • Community Living Waiver • Adult Residential Waiver Financial eligibility guidelines for the DDS waivers will remain as: • income = 300% SSI Federal Benefit Rate (FBR) • assets = $2,000 NOTE: If there is a spouse, the spouse’s income and assets are not counted. Deductibles should follow the requirements in 130 CMR 520.028. MA21 Impact The MA21 level of care (LOC) event will be updated as follows. • Remove the DMR Waiver code; and • Add the following three new DDS Waiver codes. o Adult Supports Waiver MA21 LOC code - DDS-AS o Community Living Waiver MA21 LOC code - DDS-CL o Adult Residential Waiver MA21 LOC code - DDS AR In addition, the SSI Waiver option will reflect the new codes for the DDS Waiver. Conversion Existing DMR members will have their LOC coding updated to one of the three new DDS Waivers, based on information provided by DDS.
