The Executive Office of Health and Human Services (EOHHS) is the largest Commonwealth secretariat. Our work touches the lives of all Massachusetts residents. From promoting access to quality health care to expanding community living opportunities for persons with disabilities and from programs for children to services for the elderly, EOHHS makes Massachusetts a better place to live.

In 2011, Governor Patrick outlined four key priorities for the administration: closing the achievement gap, job creation, reducing health care costs, and eliminating youth violence. At EOHHS, our agencies play a critical role in supporting the Patrick-Murray Administration’s focus on these challenging and complex issues.

Our vision is for secure, safe and healthy individuals, children, families, and communities in the Commonwealth. Our collective mission as a secretariat is to improve the quality of life and health of all people, particularly vulnerable populations and children, by advancing wellness and improving health care quality, fostering safe homes and communities, promoting self-sufficiency, and furthering the use of community-based supports and resources. We value person-centered service delivery; collaboration and partnerships; efficient and effective government; and accountability for achieving outcomes.

In developing this strategic plan, the EOHHS leadership team considered the diverse needs of the people we serve and how those needs will evolve over coming years. We asked ourselves: What do we need to be doing differently or better to more effectively and proactively address their needs? How can we work together better to achieve our goals.

We developed this Strategic Plan for Fiscal Years 2012–2015 with these questions in mind. The plan reflects the contributions of every agency and sets forth the Secretariat’s priorities and key goals for the next 3 years:

  • Promoting Health Care Access, Quality, and Affordability
  • Fostering Safe Communities
  • Advancing Self-Sufficiency
  • Expanding Community First
  • Ensuring that Children are Ready to Learn

This plan represents the strategies and initiatives we are pursuing to strengthen existing services and support our efforts to transform the health and human service systems to achieve better outcomes for individuals and families. The plan also demonstrates how EOHHS will work to support the priorities of the Administration. Innovation, commitment, stewardship and a person-centered approach to all that we do are vital to our success.

Achieving this vision will not be easy, but we are ready and committed to working together to advance these goals and strategies. We hope that others, including individuals and families, will continue to partner with us as we work toward these goals and seek to improve quality of life for all people in the Commonwealth.
