• The Health Planning Council is made up of the chief executives of various state agencies that deal with health care, including the Secretary of Health and Human Services, the Commissioner of Public Health, the Secretary of Elder Affairs, the Commissioner of Mental Health, the Executive Director of the Health Policy Commission, the Executive Director of the Center for Health Information and Analysis, and the Director of the Medicaid Program. The council also includes three experts appointed by the Governor. The Council has an Advisory Committee, made up of various stakeholders of the health care system in Massachusetts. Both groups generally meet jointly once a month.

    The Health Planning Council is in charge of the State Health Resource Plan, an effort to assess the needs of Commonwealth residents and the current health care resources available to those residents. This plan will inform health care policymaking for the state.
