- The State Performance Plan evaluates Massachusetts's efforts to implement the requirements of the Individuals with Disabilities Education Act and describes how the State will improve implementation. This is a six year plan requiring public input on a number of indicators related to the early intervention program. The plan is updated annually through the Annual Performance Report (APR).
- The State Performance Plan and Annual Performance Report contain 14 indicators used for program monitoring. The state must report annually on the performance of the state under the State Performance Plan.
The Program Summary Report provides Early Intervention client summary counts and percents on various areas such as race, eligibility and exiting.

Based on input from EI providers and SPP stakeholders, these reports provide the same local program data for selected state performance indicators using three different reporting formats. The data under each report is the same, the presentation of the reports, however, varies and provides different ways of viewing the same information.
