In an effort to move forward with technology and with encouragement from members of the medical community, the Massachusetts Commission for the Blind (MCB) developed a web-based application online service that allows optometrists and ophthalmologists from all over the state to complete and submit the agency’s Mandatory Report of Legal Blindness form online.

The medical community and MCB believe that it will be more convenient to complete the reports online as it can be done in a matter of a couple of minutes. Once a doctor is enrolled and has been issued a username and password, it will only take a few minutes to complete and submit the Mandatory Report of Legal Blindness.

Benefits of Online Reporting

  • Simplifies eye care providers' compliance with the Massachusetts General Laws Chapter 6, Section 136, which requires all eye care providers to report all cases of legal blindness to MCB within 30 days.
  • Increases reporting of individuals that are legally blind and enables MCB to make outreach and offer services in a timelier manner.
  • Results in more timely reports and increases legally blind consumers' access to needed services.
  • Improves public health surveillance of legal blindness and associated diseases such as diabetes.
  • Increased efficiency and accuracy of online forms versus mailed or faxed forms.
  • Makes registration more efficient and results to more timely service delivery for MCB.
