The Massachusetts Office for Refugees and Immigrants administers the Employment Support Services Program (ESSP) through an Interagency Service Agreement with the Department of Transitional Assistance (DTA). ESSP provides comprehensive bilingual/bicultural employment services for DTA clients with time-limited Transitional Aid to Families with Dependent Children (TAFDC) benefits, who speak languages other than English and Spanish. The purpose of ESSP services is to assist refugees and immigrants, who are applying for, already receive, or are former recipients of TAFDC benefits, and are subject to the two-year time limit of TAFDC eligibility, to enter the work force, retain employment and advance toward economic self-sufficiency. ESSP services are currently provided by four direct service providers across the state.
