The Special Education Surrogate Parent Program managed by the Department of Elementary and Secondary Education has undergone some changes. It is now being jointly operated through a partnership between EDCO Collaborative and the Federation for Children with Special Needs to appoint volunteers for our children who require special education decision-makers. When a volunteer is needed, the referral process remains the same. The EDCO Collaborative will continue to be responsible for student eligibility determination, SESP appointments and case management. Continue to use the current form located in area offices and contact information (508 792-7679) to request a volunteer SESP. The Federation will be responsible for volunteer recruitment, training and support of the SESPs. A reminder: For eligible children who are placed in foster homes, the foster parent becomes the Special Education Surrogate Parent upon placement. No request for appointment is necessary.
