All Payer Claims Database (APCD)
DHCFP is developing a comprehensive database from medical, eligibility, provider, pharmacy, and dental claims encompassing fully-insured, self-insured, Medicare, and Medicaid data. The All-Payer Claims Database (APCD) will afford a deeper understanding of health care cost, quality, and utilization in Massachusetts.

Bundled Payment Symposium
Section 64 of Chapter 288 of the Acts of 2010 directs DHCFP to undertake activities intended to foster the adoption of bundled payment by health care providers and payers in the Commonwealth. DHCFP hosted a symposium on February 28, 2011 to discuss bundled payment methodologies. -
Coordination of Health Care Services Symposium
DHCFP held its inaugural Symposium on Monday, July 19, 2010 to discuss key findings from three reports (potentially preventable hospitalizations, preventable/avoidable emergency department use, and primary care in Massachusetts). -
Health Care Cost Trends Public Hearings
Pursuant to the provisions of M.G.L. c.118G 6 1/2, DHCFP is required to hold annual public hearings concerning health care provider and private and public health care payer costs and cost trends, with particular attention to factors that contribute to cost growth within the Commonwealth's health care system and to the relationship between provider costs and payer premium rates.

National Health Reform Employer Forums
DHCFP partnered with the Associated Industries of Massachusetts (AIM) to convene interactive forums for Massachusetts employers to discuss the impact of federal health care reform on businesses in the Commonwealth. These events were held during 2010. -
Public Hearings Regarding Proposed DHCFP Regulations
See information concerning the date, time, and location of the public hearing, the changes to the regulation, the fiscal impact of those changes, and instructions on how to submit comments and/or to testify at the public hearing. -
Special Commission on Provider Price Reform
This commission will investigate the rising cost of health care insurance and the impact of reimbursement rates paid by health insurers to providers. The commission shall examine policies aimed at enhancing competition, fairness and cost-effectiveness in the health care market though the reduction of reimbursement disparities.
