MassHealth is in the process of developing alternative payment methodologies. One of the proposed methodologies is the Primary Care Payment Reform initiative. The goal of the MassHealth Primary Care Payment Reform initiative is to improve access to primary care, enhance patient experience, quality, and efficiency through care management and coordination, and to integrate behavioral health care with primary care.
The purpose of this initiative is to support primary care delivery by giving primary care providers greater flexibility and resources to deliver care in the best way for their patients. MassHealth plans to implement a comprehensive primary care payment system that combines a shared savings/risk arrangement with quality incentives. The proposed model is designed to support the delivery of primary care through practices that are consistent with a patient-centered medical home with integrated behavioral health services. In this model, participants will contract with MassHealth and will commit to delivering primary care consistent with the Commonwealth’s definition of a patient-centered medical home with a focus on behavioral health integration.
On March 7, 2013, MassHealth posted a Request for Information (RFA) for providers to apply to participate in this initiative.
To access the RFA, do the following.

- Click on the "Contract & Bid Search".
- Click on "Bids".
- Type "Primary Care Payment Reform" in the Bid Description box.
- Click on the “Find It” button.
- All Bids will appear in the "Results" table, below the search form.
