MassHealth launched the Medicaid EHR Incentive Payment Program approved by the Centers for Medicare & Medicaid Services (CMS), on October 3, 2011.
MassHealth is administering and overseeing the Medicaid EHR Incentive Payment Program. It is partnering with the Massachusetts eHealth Institute (MeHI) to support key operational components of the program.
MeHI is the state’s designated entity responsible for advancing health information technology (HIT) across the Commonwealth, including the deployment of electronic health record (EHR) systems in all health care provider settings that are networked through a statewide health information exchange (HIE). Important Dates for Eligible Hospitals and Professionals
The Massachusetts Medicaid EHR Incentive Payment Program began on October 3, 2011, and will run through December 31, 2021. Providers must receive their first incentive payment by 2016 in order to take advantage of this program.
Eligible Hospitals (short-term acute care hospitals and children’s hospitals)
The incentive payment program year for eligible hospitals is based on the federal fiscal year (FFY), or October through September. In Massachusetts, eligible hospitals can apply for their FFY2012 Medicaid EHR incentives through December 29, 2012.
Eligible Professionals (physicians, dentists, nurse practitioners, certified nurse midwives, and physician assistants who work predominately for a federally qualified health center (FQHC) or rural health center (RHC) that is led by a physician assistant)
The incentive payment program year for eligible professionals is based on the calendar year. In Massachusetts, eligible professionals can apply for their CY2012 Medicaid EHR incentives through March 30, 2013.
Applying for Your Massachusetts Medicaid EHR Incentive Payments
Step 1: Register at the CMS Registration and Attestation (CMS R&A) Web site at www.cms.gov/EHRIncentivePrograms/20_RegistrationandAttestation.asp.
Step 2: The Massachusetts Medicaid EHR Incentive Program will notify you via e-mail when they receive your Medicaid EHR Incentive Program registration from CMS. This may take two to three business days from the time you registered at the CMS R&A. After you receive this e-mail, you can apply for your Massachusetts Medicaid EHR incentive at the MassHealth Provider Online Service Center (POSC) at www.mass.gov/masshealth/providerservicecenter.
On the POSC home page, select EHR Incentive Program on the left side of the screen. You can now begin your application for Medicaid EHR incentive payments. In Massachusetts, the application and attestation system for the incentive program is called Medical Assistance Provider Incentive Repository, or MAPIR.
Special Enrollment Process for Eligible Professionals
If you are an eligible professional who does not currently bill MassHealth directly for your services (i.e., you are a nurse practitioner or physician who works for a community health center or group practice), upon receiving your registration from the CMS R&A, the Massachusetts EHR Incentive Payment Program operations staff will contact you to initiate a special enrollment. Once you have completed the special enrollment process, you will receive your e-mail notification saying that you can now apply for your Massachusetts Medicaid EHR incentives at the MassHealth Provider Online Service Center (POSC).

There are some accessibility defects in the current version of the MAPIR system. These defects will be corrected in the next release of MAPIR in early January. If you are experiencing problems with submitting your EHR incentive application, please contact the Medicaid EHR Incentive Payment Program staff at 1-855-MassEHR and they will assist you in submitting your application.
