Total Medical Expenses and Relative Prices
The Division is required by Chapter 288 of the Acts of 2010 to develop methodologies for the uniform reporting of Health Status Adjusted Total Medical Expenses (TME) and Relative Prices. Regulation 114.5 CMR 23.00 governs the methodology and filing requirements for health care payers to calculate and report TME and Relative Price data pursuant to Chapter 288.

Total medical expense (TME) measures the total spending on medical care for a covered population based on insurer payments as well as member cost-sharing. This baseline report examines how commercial TME varies by carrier, region, income, primary care physician group, and participation in a managed or non-managed care plan.
