Re: Indoor Special Effects Events

As a result of the tragic events that took place recently in West Warwick, Rhode Island, the Governor has instructed me to take immediate action to ensure that the Commonwealth's fire service is well prepared to deal with the issues regarding nightclub occupancies and special effects pyrotechnic events.

Attached you will find the following documents:

1. Summary of requirements and procedures for indoor special effects displays
2. Current listing of holders of Special Effects Certificates of Competency
3. Current listing of holders of Fireworks/Special Effects User's Certificates
4. Listing of the relevant provisions of 527 CMR 2.00 and 527 CMR 10.17.

Our office is in the process of conducting a comprehensive review of all licensing and regulatory requirements relating to the individuals who engage in indoor pyrotechnic and other special effects activities in the Commonwealth.

Under the provisions of M.G.L. c. 148, s. 33, I am requesting that all fire departments conduct a comprehensive and enhanced review of such activities within your community. I am prepared to offer the resources of State Fire Marshal's Office to assist you in this endeavor.
