Nov 18: State Police Arrest Two Most Wanted Sex Offenders
The Massachusetts State Police Violent Fugitive Apprehension Section (VFAS) today arrested two of its Most Wanted High Risk Level 3 Sex Offenders. The arrests came after the top ten most wanted offenders were released to the media and posted on MSP's social media sites. Members of the public provided tips that led to both arrests, by two separate VFAS teams.
The first arrest came today as Troopers assigned to the VFAS North Team, along with Beverly Police detectives, received intelligence that PLACIDO VALDEZ JR., 34, was in the town of Beverly. They located VALDEZ and placed him in custody without incident. VALDEZ was transported to Troop A Headquarters in Danvers where he was booked. VALDEZ was held pending transport to Lynn District Court tomorrow morning.
VALDEZ is the subject of two outstanding warrants out of Lynn District Court for Failure to register as a Level 2 or 3 sex offender and Failure to provide sex offender information. In 2000, VALDEZ was convicted of Rape of a Child and Indecent Assault & Battery on a Child Under 14 in Essex Superior Court.
Today's second arrest was made by the VFAS South Team, along with the assistance of the Taunton Police Department. VFAS received information that VICTOR QUINONES, 48, was at a residence in the city of Taunton. QUINONES was located and placed in custody after fleeing and attempting to hide under the porch of the residence. QUINONES was transported to the Taunton Police Department for booking.
QUINONES had two outstanding warrants for Failure to register as a level 2 or 3 sex offender, out of Boston Municipal District Court and Fall River District Court. QUINONES is wanted in Rhode Island for failure to register as well. He will be charged in Massachusetts with being a Fugitive from Justice and ultimately will be transported to Rhode Island to face charges.
There, in 1998 he brutally attacked a woman who was holding her young child with a knife. Threatening to kill the woman, QUINONES violently slashed at both victims with such force that the knife broke during the altercation. Both the woman and child suffered injuries during the attack. QUINONES was subsequently arrested and convicted of Assault to Kill and two counts of Assault and Battery with a Dangerous Weapon (Knife). In 2004, QUINONES was convicted of Assault with Intent to Rape in the state of Rhode Island.
