On July 13, 1999 the Board of Building Regulations and Standards (BBRS) voted to adopt a complete revision to the energy conservation requirements for new buildings (other than low-rise residential) in the Massachusetts State Building Code (780 CMR, Chapter 13.) The new requirements begin taking effect as an option on January 1, 2001, and become mandatory on July 1, 2001.

Text of Chapter 13 (and associated Forms)  The version of Chapter 13 is provided for users' convenience. It is not, however, an official version of the code. The only legally binding version of the code is available through the Secretary of State's office, and may be purchased from the State House Bookstore (617-727-2834 .) PLEASE NOTE: There is an INCORRECT EQUATION in Chapter 28 of the Code ("Mechanical Systems") dealing with separation distances between fresh air intakes and exhaust air outlets. Equation 2801.2.2.2 mistakenly is based on metric units. The correct Inch-Pound equation should read: S = 0.09 x Q 0.5 (D 0.5 - V/400). This modification has been submitted to the Board as an emergency amendment, and will be included in future printings of the Code

The change was made in order to update the stringency of the Code to reflect improvements in technology, design, and construction of energy systems since the previous requirements were implemented in 1989. The new Code is also significantly easier to use than the current one, with a clearer structure, simplified tables, and new software to demonstrate design compliance. These changes include elements from both ASHRAE Standard 90.1-1999 and from the International Energy Conservation Code (IECC 2000), as well as some requirements that are unique to Massachusetts.
