The NIBRS data set is composed of seven record types or segments. In the following list, fields which are repeated in each segment (for linking purposes) are not shown.
  • Level 1 - Administrative Segment
  1. Agency NCIC ORI
  2. Incident number
  3. Incident date
  4. Incident hour
  5. Exceptional clearance indicator
  6. Exceptional clearance date

  • Level 2 - Offense Segment
  1. Offense code
  2. Offense attempted/completed
  3. Offender suspected of using (drugs, alcohol, computers)
  4. Location type
  5. Number of premises entered (used for burglary)
  6. Method of entry (used for burglary)
  7. Type of criminal activity (buying, using, possessing, etc.)
  8. Type of weapon/force used
  9. Automatic weapon indicator
  10. Hate crime type (Up to 10 types of property can be entered)

  • Level 3 - Property Segment
  1. Type of property loss/etc (burned, forged, recovered, stolen, etc)
  2. Value of property
  3. Date recovered
  4. Suspected drug type
  5. Estimated drug quantity
  6. Type drug measure (Up to 3 drug types can be entered)

  • Level 4 - Victim Segment
  1. Victim Sequence Number (up to 999)
  2. Victim connected to offense 1 - 10
  3. Age of victim (or age range)
  4. Sex of victim
  5. Race of victim
  6. Ethnicity
  7. Resident status of victim
  8. Aggravated assault/homicide circumstance (up to 2)
  9. Additional justifiable homicide circumstance
  10. Type of injury (up to 5)
  11. Relationship of victim to offender (up to 10 offenders)
  • Level 5 - Offender Segment
  1. Offender sequence number (up to 99)
  2. Age of offender
  3. Sex of offender
  4. Race of offender
  • Level 6 - Arrestee Segment
  1. Arrestee sequence number (up to 99)
  2. Arrestee transaction number (in Massachusetts, the Offender Based Transaction Number ("OBTN") is used)
  3. Arrest date
  4. Type of arrest
  5. Multiple arrestee segments indicator
  6. Arrest offense code
  7. Armed with & automatic weapon indicator (up to 2)
  8. Age of arrestee
  9. Sex of arrestee
  10. Race of arrestee

  • Level 7 - Group "B" Arrest Report Segment

    (Group "B" offenses are less serious offenses and are reported only as an arrest)
