Shawn Barbale is the statewide coordinator and liaison for the Municipal Police Training Committee for the administration of Defensive Tactics Programs which include training and refreshing DT Instructors for Recruit, In-service and state and municipal police department’s program development, implementation, monitoring and evaluation.

MPTC Defensive Tactics Instructor Certification Level Requirements

Level I

Certified, upon completion of the 15-day DTBIS, to instruct (within their own departments) all areas of Defensive Tactics Program.

  • Qualifications:  At least five (5) years full-time law enforcement experience.

Level II

Certified to assist the Lead Instructor in teaching all areas of the Defensive Tactics program for MPTC.  Level Two instructors assist in recruit training and in-service and reserve classes.

  • Must be a current full-time law enforcement officer.
  • Must have at least one year in grade as a Level I Instructor.
  • MPTC APP Coordinator
  • At least twelve (12) hours of working with a Lead Instructor.
  • Written evaluation/approval from Lead Instructor.

Level III

Certified to be the primary instructor at the recruit level, Mandated Professional Development [formerly in-service], reserve/intermittent and may lead specialty classes.

  • Must have maintained a current DT Certification.
  • Must be current full-time law enforcement officer.
  • Must have at least three years time in grade as an advanced instructor.
  • MPTC Firearms Instructor
  • Taser Instructor
  • Must have assisted in at least two recruit classes, one reserve academy and one year of in-service training.
  • Must pass written and proficiency test as well as a DT Instructor Trainer teaching evaluation.

Level IV

Certified to teach the 15-day DTBIS, and 3-day instructor re-certification; can re-certify lower level  instructors in all areas of the DT program; can teach MPTC Taser enhancement and Use of Force.

  • Must have maintained all certifications through re-certification.
  • Must be current full-time law enforcement officer.
  • Active lead instructor for at least two years.
  • Letter of recommendation from the State DT Coordinator.
  • Must complete and pass all written and proficiency testing associated with the position of Instructor Trainer.
  • Testing will be completed in front of a board of current MPTC Level IV Instructors.

Defensive Tactics Instructor Certification (12-days)

Course Description:  

The 12-day Defensive Tactics Instructor Certification course is designed for law enforcement officers to certify them as MPTC Defensive Tactics Instructors. This twelve-day certification training will include Use of Force, handcuffing, control restraint, OC, baton and open hand strikes.  


  • Participants must be in excellent physical condition and free of any injuries.
  • Must have at least 5 years of full time law enforcement experience.
  • Include a Resume with the MPTC Application which outlines any related experience or training  
  • Must have approval from Chief or authorized designee. 
  • Must be able to attend all twelve days. 

Dress Code / Required Equipment: 

  • Full training belt/gear, red gun & baton
  • Polo shirt & 511s or BDUs

Defensive Tactics Instructor Re-certification (3-Days)

Course Description:  

The three-day Defensive Tactics Instructor Re-certification course re-certifies MPTC Defensive Tactics Instructors (Levels 1, 2 & 3). Includes OC & baton instructor re-certification


  • Must be previously certified and leveled defensive tactics instructor.
  • Must be able to attend all three days.

  • Full training belt/gear, red gun & baton
  • Polo shirt & 511s or BDUs

MA TASER Instructor Certification

Course Description:  This is the third day of the TASER Instructor Training. This one day [eight-hours] instructor certification is mandated by MPTC and EOPSS in order to train electronic weapons [TASER] for the Commonwealth of Massachusetts.  [Note:  This is not a re-certification class.]

Must be TASER International Instructor.  Officers must have already taken the two day TASER Instructor Class through TASER International in order to attend this class

Hours:  4:00 PM - 12:00 AM

Dress Code:  5:11 Style pants; Polo Shirt, sneakers or boots.

Equipment Required:  Full duty belt, blue or red gun, inert O.C., TASER, four TASER Cartridges, handcuffs and CUFF KEY!!
