Bonilla and Degnan Arraigned on Corruption Charges
Leonard Degnan, former Chief of Staff to Lawrence Mayor William Lantiqua and Melix Bonilla, Deputy Chief of Lawrence Police, who has been relieved of his duties, were arraigned today in Salem Superior Court before Judge John Lu.
Mr. Degnan is charged with Solicitation of a Bribe with Corrupt Intent, Knowing Solicitation of a Bribe, Unlawful Use of Official Position, Conspiracy, Extortion or Attempted Extortion. A plea of not guilty was entered on his behalf.
Mr. Bonilla is charged with Trick, Scheme or Device to Mislead in the Procurement of Supplies, Fraudulent Conversion of City Property, Unlawful Use of Official Position, Conspiracy, and Extortion or Attempted Extortion. A plea of not guilty was entered on his behalf as well.
Judge Lu ordered both defendants to surrender their passports and other travel documents and issued a bail warning as conditions of their personal recognizance. Both defendants must appear in court again on November 8, 2012 for a pre-trial conference.
Essex Assistant District Attorney Michael Sheehan represented the Commonwealth at today’s arraignment. Mr. Degnan was represented by Attorney James Landy and Mr. Bonilla was represented by Attorney Frank Mondano.
Both defendants enjoy the presumption of innocence until proven guilty in court.
