A Proclamation
His Excellency Governor Deval L. Patrick


Whereas The Commonwealth has experienced many types of natural hazards, including floods, blizzards, hurricanes, droughts, forest fires, tornadoes and earthquakes; and

Whereas The Commonwealth is faced with the possibility of experiencing other types of hazards, such as hazardous material events, energy emergencies, terrorism, dam failures, water supply problems, civil disorder, conflagration, major transportation accidents or major medical emergencies; and

Whereas The Executive Office of Public Safety and Security, which includes the Massachusetts Emergency Management Agency, the Massachusetts State Police, the Department of Fire Services, the Department of Public Safety and the Massachusetts National Guard, and the Executive Office of Health and Human Services, including the Department of Public Health have the responsibility to minimize the loss of life and property    and protect public health and safety in a disaster or emergency; and

Whereas It is the responsibility of these agencies, together with their many federal, state, local, public, private and volunteer partners, to protect public health and safety by preparing for, responding to, recovering from, and mitigating disasters; and

Whereas The Massachusetts Emergency Management Agency, the Department of Public Health, other state agencies, and public safety partners are promoting preparedness in September to highlight the importance of personal, family and community preparedness to help reduce causalities and economic impact in our communities and in our state; and

Whereas Emergency preparedness is the responsibility of every citizen of the Commonwealth and all citizens are urged to make preparedness a priority and work together, as a team, to ensure that individuals, families, and communities are prepared for disasters and emergencies of any type; and

Whereas All citizens of the Commonwealth are encouraged to participate in citizen preparedness activities and asked to use the preparedness resources at to become more prepared,

Now, Therefore, I, Deval L. Patrick, Governor of the Commonwealth of Massachusetts, do hereby proclaim September 2013, to be,


And urge all the citizens of the Commonwealth to take cognizance of this event and participate fittingly in its observance.

Given at the Executive Chamber in Boston, this twenty-third day of August, in the year two thousand and thirteen, and of the Independence of the United States of America, the two hundred and thirty-seventh.
