A Proclamation
His Excellency Governor Deval L. Patrick

Whereas Along with posing a threat to property such as dangerous or costly leaks, fires and explosions, unsafe digging can cause preventable damage to underground facilities, such as pipes, mains, cables and conduits and can also result in injuries and fatalities; and

Whereas The leading cause of harm to underground facilities is excavation damage; and  

Whereas Once a call is made to the one-call notification center, the appropriate underground facility operators are notified of the person’s intent to dig and professional locators are sent to the requested digging site to mark the approximate locations of underground lines with flags, spray paint or both; and

Whereas The one-call system is a free service to contractors and homeowners which helps excavators comply with construction industry safety rules and regulations; and

Whereas It is important that all Massachusetts citizens are informed of safe digging practices and the nationwide number 8-1-1,

Now, Therefore, I, Deval L. Patrick, Governor of the Commonwealth of Massachusetts, do hereby proclaim August 11th, 2012, to be,

Safe Digging Day

And urge all the citizens of the Commonwealth to take cognizance of this event and participate fittingly in its observance.

Given at the Executive Chamber in Boston, this second day of August, in the year two thousand and twelve, and of the Independence of the United States of America, the two hundred and thirty-sixth.
