A Proclamation
His Excellency Governor Deval L. Patrick

Whereas Responsible dog ownership is encouraged and owners should properly confine and provide adequate training for their dogs; and

Whereas Dogs should be able to exhibit proper behavior while in the presence of other people and animals in the community; and

Whereas With the population of dogs growing rapidly each year and dogs at large being a constant problem, there is a need to bring recognition to and encourage responsible dog ownership; and

Whereas During this week, dog clubs, humane organizations, communities and citizens are encourages to promote responsible dog ownership through various public educational activities,                                                            

Now, Therefore, I, Deval L. Patrick, Governor of the Commonwealth of Massachusetts, do hereby proclaim September 2012 to be,


And urge all the citizens of the Commonwealth to take cognizance of this event and participate fittingly in its observance.

Given at the Executive Chamber in Boston, twenty-ninth day of August, in the year two thousand and twelve, and of the Independence of the United States of America, the two hundred and thirty-sixth.
