A Proclamation
His Excellency Governor Deval L. Patrick

Whereas Plasma is the largest component of human blood; it accounts for roughly fifty-five percent of blood volume and consists of water, salts, enzymes, antibodies and other proteins; and  

Whereas Plasma helps to maintain blood pressure and volume as well as supplying crucial proteins that help blood to clot; and

Whereas The advent of plasma transfusion has played an instrumental role in saving military and civilian lives since World War II; and  

Whereas Recovered Plasma is obtained from whole blood, the cellular components of which are used in blood transfusions; and

Whereas Source Plasma is collected solely for the purposes of further manufacturing; and

Whereas Plasma-derived and recombinant blood clotting factors, collectively known as plasma protein therapies, are unique, biological products for which no substitute therapies exist; and

Whereas Plasma protein therapies are used to treat many conditions including bleeding disorders, primary immunodeficiency disease, Alpha—1 antitrypsin deficiency and certain rare neurological disorders; and   

Whereas The Commonwealth recognizes the need for plasma collection, the contributions of plasma donors to saving and improving lives and to increasing the understanding plasma protein therapies and rare diseases throughout Massachusetts,

Now, Therefore, I, Deval L. Patrick, Governor of the Commonwealth of Massachusetts, do hereby proclaim October 13-19th, 2013 to be,


And urge all the citizens of the Commonwealth to take cognizance of this event and participate fittingly in its observance.

Given at the Executive Chamber in Boston, this twenty-fifth day of September, in the year two thousand and thirteen, and of the Independence of the United States of America, the two hundred and thirty-seventh.
