A Proclamation
His Excellency Governor Deval L. Patrick


Whereas The Department of Housing and Community Development launched the first in the nation Neighborhood Stabilization Loan Fund, with the goal of rehabilitating vacant, foreclosed upon properties and preserving them as affordable housing, thereby preventing severe neighborhood destabilization; and

Whereas The Department of Housing and Community Development supported a national model program that enabled distressed homeowners to retain their homes; and

Whereas The Office of Consumer Affairs and Business Regulation and the Division of Banks provide foreclosure prevention information to Massachusetts homeowners and referrals to non-profit agencies for additional housing counseling; and 

Whereas Recent legislation and new regulations strengthen consumer protections for the residents of Massachusetts, continuing the Commonwealth's national leadership on foreclosure prevention; and

Whereas First-time homeownership counseling programs and regional foreclosure educational centers assist homeowners by providing foreclosure prevention counseling services, including loan modification assistance, first-time homeownership counseling, and counseling for non-traditional or high-cost loans; and

Whereas The Commonwealth has been fortunate in that its regional housing markets have returned to pre-recession foreclosure levels and Chapter 206 grants continue to provide vital assistance to those regions most affected by the housing collapse,

Now, Therefore, I, Deval L. Patrick, Governor of the Commonwealth of Massachusetts, do hereby proclaim June 10-16, 2013, to be,


And urge all the citizens of the Commonwealth to take cognizance of this event and participate fittingly in its observance.
