A Proclamation
His Excellency Governor Deval L. Patrick


Whereas Along with posing a threat to property such as dangerous or costly leaks, fires and explosions, preventable damage to underground facilities, such as pipes, mains, cables and conduits can also result in injuries and fatalities; and

Whereas Dig Safe System, Inc. is a not-for-profit corporation, funding by its member utilities companies, that protects the underground facilities of public utilities by collecting notices of digging from excavators, transmitting these notices to the utilities, and thereby enabling those utilities to locate and mark their facilities prior to the excavation work; and 

Whereas By providing a toll-free number for the exchange of necessary information, the Dig Safe Center and its damage prevention program promotes public safety, helps avoid costly damage to underground facilities, and reduces cost and time of notifications; and

Whereas The “ONE-CALL” system is a free service to contractors and homeowners which helps excavators comply with construction industry safety rules and regulations; and

Whereas It is important that all Massachusetts citizens are informed of safe digging practices and the toll-free number, 1-888-DIG-SAFE,

Now, Therefore, I, Deval L. Patrick, Governor of the Commonwealth of Massachusetts, do hereby proclaim April 2013, to be,


And urge all the citizens of the Commonwealth to take cognizance of this event and participate fittingly in its observance.
