EXECUTIVE ORDER NO. 488

 

ESTABLISHING THE MASSACHUSETTS MOBILITY COMPACT

 

WHEREAS, the transportation of people and goods within and through the Commonwealth is a matter of utmost importance to the Commonwealth's citizens and businesses; and

WHEREAS, the General Court has created several state agencies and independent authorities charged with the responsibility to plan, design, construct, operate and maintain various modes of transportation in the Commonwealth; and

WHEREAS, on several occasions, the General Court has passed laws to institute reform aimed at encouraging these agencies and authorities to achieve efficiencies in carrying out their respective transportation mandates; and

WHEREAS, Chapter 196 of the Acts of 2004, "An Act Restructuring the Transportation System of the Commonwealth" reorganized certain of the Commonwealth's transportation agencies and specifically directed the Executive Office of Transportation and Public Works (EOT): (1) to improve administrative efficiencies and program effectiveness; and (2) to assure the coordination and quality of roadway, transit, airport, and port infrastructure and security, between and among the several agencies and authorities; and

WHEREAS, transportation choices also have an impact on the environment and our public health; and

WHEREAS, we must increase our efforts to better integrate our delivery of transportation services in the Commonwealth for the benefit of the Commonwealth's citizens and businesses; and

WHEREAS, by working together cooperatively, agencies and authorities are better able to achieve these objectives, resulting in better transportation choices and increased mobility of people and goods within and through the Commonwealth in a safe, secure, environmentally sustainable, and efficient manner;

NOW, THEREFORE, I, Deval L. Patrick, Governor of the Commonwealth of Massachusetts, by virtue of the authority vested in me by the Constitution, Part 2, c. 2, § I, Art. I, order as follows:

Section 1. There is hereby created the Massachusetts Mobility Compact, to be headed and coordinated by the Secretary of EOT. All state agencies within EOT and those independent agencies that sign the Pledge attached hereto shall be members of the Compact.

Section 2. The Compact's principal mission shall be to improve the delivery of transportation services in the Commonwealth by communicating regularly and more effectively and by adopting a cooperative and coordinated approach to transportation planning, design, construction, operation and maintenance aimed principally at:

a. increasing mobility for people and goods within and through the Commonwealth in a safe, secure, environmentally sustainable, and efficient manner;

b. promoting and adopting administrative efficiency and program improvement initiatives between and among transportation agencies and authorities; and

c. sharing best practice techniques for implementation across transportation modes.

Section 3. The Secretary shall conduct regular meetings of the chief executives of each of the members of the Compact, all of whom pledge to work together to realize the mission of the Compact. Not less than every six months, the Compact shall prepare and make available to the public a report summarizing its work since the last such submission.

Section 4. This Executive Order shall take effect immediately and shall continue in effect until amended, superseded, or revoked by subsequent Executive Order.
