Baker-Polito Administration Establishes Latino Advisory Commission
BOSTON – Governor Charlie Baker today signed an Executive Order establishing the Latino Advisory Commission and joined Lt. Governor Karyn Polito, Secretary Rosalin Acosta and members of the Massachusetts Black and Latino Legislative Caucus to swear-in members of the commission. The commission will focus on addressing the concerns of the Massachusetts Latino community and promoting economic prosperity and well-being.
“The members of our Latino Advisory Commission each bring a depth of experience and diversity to the table, and I look forward to their recommendations,” said Governor Charlie Baker. “Our administration is committed to creating opportunities all our citizens in every corner of the Commonwealth to drive economic growth and success, and I’m confident this commission will add meaningful value to our goal to make Massachusetts the best place to live, work and raise a family.”
Members of the Commission include gubernatorial appointees with varying expertise in business, community outreach, media, law, health care, education and represent a group diverse in gender, race, industry, region, age and education. The Commission will also include the involvement of the secretariats for Education, Health and Human Services, Housing and Economic Development, Public Safety and Security and Labor and Workforce Development. Appointees will serve for a term of four years. Josie Stamatos Martinez, Senior Partner and General Counsel of Employee Benefit Solutions will serve as Chair and Robert Harnais, owner of Mahoney & Harnais will serve as Vice-Chair.
“The unique cultures, traditions and perspectives of Massachusetts’ Latino community continue to shape and influence the development and success of our Commonwealth,” said Lt. Governor Karyn Polito. “Our administration is dedicated to providing equal opportunities to residents across Massachusetts and we look forward to working with the Latino community through this commission and its recommendations to further advance that commitment.”
The Commission will review and assess the priorities of the Latino community on a statewide basis and make recommendations to the Governor and Lt. Governor by identifying up to three priority areas to be addressed by the Commission over the course of the next two years. It will meet at least quarterly and will submit a formal written report on its work, findings, methodology and recommendations as well as metrics to measure the effects of implemented recommendations on the lives of members of the Latino community in Massachusetts to the Governor and Lt. Governor every two years.

The Latino Advisory Commission recognizes Massachusetts’ rich diversity and the Latino community’s inclusion of those identifying with the cultures, customs and heritage originating in Spain or Latin America, including the Caribbean, Central America and South America.

Josefina Stamatos Martinez, Chair
As a Senior Partner/General Counsel at Employee Benefit Solutions (EBS), “Josie” Stamatos Martinez assists the EBS team with legal and compliance challenges that arise relating to ERISA, COBRA, HIPAA and other employee benefits related issues. Ms. Martinez also serves as Co-chair of the Compliance Committee for United Benefit Advisors. Prior to EBS, she was as an associate and partner in the Business Litigation and Financial Services Practice Group at McCarter & English, LLP for ten years. She also served as the Executive Director of the Judicial Nominating Commission for Governor Cellucci. Ms. Martinez started her legal career as an Assistant Attorney General in the Consumer Protection and Antirust Division of the Massachusetts Office of the Attorney General. For the past few years, Ms. Martinez has served as a Board member of The Boston Home in Dorchester. She obtained her Bachelor’s degree from Boston College and holds a Juris Doctorate from Northeastern University School of Law.
Robert Harnais, Vice-Chair
Robert Harnais, owner of Mahoney & Harnais, is a general practitioner, concentrating on criminal law, real estate, labor, and consumer law. Robert served as President of the MassBar Association, from 2015 - 2016, the first Hispanic to hold that position. He is the former president of the Massachusetts Association of Hispanic Attorneys (MAHA), and past regional president of the Hispanic National Bar Association. Robert has received numerous awards, such as the Quincy Bar Association’s Alfred P. Malaney Award (2014), the MAHA Leadership Award (2014), and the Norfolk County Bar Association Pro Bono Award (2011) for his distinguished legal services and dedication to the Hispanic Bar. He received his Juris Doctorate from the New England School of Law.
Marcela Aldaz-Matos currently works at Partners Healthcare as the Director of Diversity and Inclusion. In 2016, she received the Diversity, Leadership & Service Award by the Association of Latino Professionals For America (ALPFA), and in 2015 she received the Women Leadership Achievement Award by the World Women Leadership Congress. In 2013 she was given the Most Powerful & Influential Woman Award by the National Diversity Council. Ms. Aldaz-Matos has appeared in various publications on diversity including: Fortune Magazine, Hispanic Executive Magazine and the Boston Business Journal. In addition, she has been called upon by Fortune 100 and 500 companies as well as Ivy League institutions to speak on matters related to diversity and leadership. She is a member of ALPFA’s National Board of Directors as well as the Hispanic Scholarship Fund (HSF) Advisory Council. Ms. Aldaz-Matos earned an MBA and post MBA from Simmons College School of Management in Boston.
Carolina is the General Counsel and Vice President of Operations at Fisher College. Prior to joining Fisher College, she was a partner at McCarter & English where she had a successful law career. Carolina currently serves as a Director of the Massachusetts Housing Finance Agency. She is the Chair of the Advisory Board for My Life, My Choice, a program of the Justice Resource Institute and a founding member of the Advisory Board of the Latino Legacy Fund at The Boston Foundation. Carolina was formerly a Commissioner and Secretary of the Massachusetts Commission on the Status of Women. Ms. Avellaneda holds a Bachelor of Arts from Wellesley College and a J.D. from Boston University School of Law.
Aixa Beauchamp is the President of Beauchamp & Associates, a non-profit and philanthropic consulting firm. For more than 20 years, Aixa has been working in the field of Philanthropy. Her past projects have included working with the Rockefeller Foundation and Hispanics in Philanthropy to promote philanthropy and maximize donor and institutional management resources. Groups such as Rockefeller Foundation, Puerto Rico Community Foundation, Barr Foundation, and Hispanic Federation have benefited from her involvement. Currently, she sits on the grant making committee of The Hestia Fund and on the Boards of The Philanthropy Connections, Board of Overseers at Children’s Hospital, The BASE, and the is co-founder of the Latino Legacy Fund. She also serves on the State Workforce Development Board. Lastly, Aixa holds a Master’s in Public Administration from the Harvard John F. Kennedy School of Government, as well as a Bachelor’s degree from Harvard University.
Vetto Casado is the Executive Director at Small Can Be Big Inc., a non-profit that provides an online platform for people to help others in crisis by harnessing the power of small, direct, and online donations. Mr. Casado, is experienced in the nonprofit sector and has a diverse community service background as he has served as a board member for the Primero Project and a Youth Mentor at the Hyde Square Task Force. In 2012, Vetto was selected to the Latino Leadership Initiative at the Harvard Kennedy School of Government. Lastly, Vetto has a BA in Political Science from the University of Massachusetts Boston and is a graduate of the Institute for Non-Profit Practice at Tufts University’s Tisch College of Citizenship and Public Service.
Dr. F Javier Cevallos
Dr. Cevallos currently serves as the President of Framingham State University. Dr. Cevallos has extensive experience in higher education. His early career began as an assistant professor of Spanish at the University of Maine, transitioned to the University of Massachusetts Amherst where he served as an associate and full professor, faculty advisor to the Provost, Chair of the Department of Spanish and Portuguese, and ultimately Vice Chancellor for Student Affairs. He served for 12 years as President of Kutztown University of PA. Dr. Cevallos earned his Bachelor’s degree from the University of Puerto Rico and both his Master’s and Doctoral Degrees from the University of Illinois.
Albie Alvarez Cote
Albie Alvarez Cote has over 20 years of experience as a financial advisor. Albie is the Director of The Financial Education Institute, where she and her team provide financial education to the public. She is passionate about the work she does and is committed in advocating for the Latino Community. Albie has been awarded the Harvard Street Neighborhood Health Center's Community Service Award, the ALPFA Community Service Award, and has been named by El Planeta as a Powermeter 100 member; being noted as one of the most influential Hispanics in Massachusetts. Albie holds a Bachelor’s degree in Travel and Hospitality Management from the Travel School of America.
Patty Diaz-Andrade is the Founding Executive Director of OneGoal Massachusetts, an education-based organization focused on allowing every young person in America the opportunity to earn a college degree and the benefits that come with it. Prior to her work at OneGoal, Patty led the Strategic Data Project fellowship program at the Center for Education Policy Research at Harvard University. She began her career in education in 2003 as a teacher in New York City, moving on to work as a Senior Analyst for the New York City Department of Education (NYC DOE) in 2007, and eventually working as an Achievement Coach for the NYC DOE. Patty holds a Bachelor’s degree in Economics and Government from Cornell University, a Master’s degree in Quantitative Methods in the Social Sciences from Columbia University, and a Doctorate in Educational Leadership from New York University
Amanda is the Founder and CEO of Latinos for Education. Most recently Amanda was with Teach For America as Vice President of Latino external engagement and was also at the Bridgespan Group supporting clients on organization and talent development. Amanda has over 25 years of experience in the areas of recruiting, diversity, organization development, change management, strategic planning, and Latino community relations. She has been a blogger on Huffington Post Latino Voices, has been featured in Poder Magazine’s list of movers and shakers, and is the recipient of the Ricardo Salinas Scholarship. She currently serves on the KIPP Massachusetts and Roxbury Community College Boards of Trustees, and the RISE Colorado and CSC Consulting advisory boards. She is a Fall 2015 Aspen Pahara Fellow out of the prestigious Aspen Institute and recently delivered the convocation speech at Boston University School of Education graduation. El Planeta also named her one of the 100 most influential Hispanics in Massachusetts. Amanda holds a Master’s degree in Education and a Bachelor’s degree from Western Illinois University.
Yvonne is a Senior Vice President for Investment Manager Services at State Street Corporation. She is the National Chairwoman for ALPFA as well as the Co-Founding Chair for Milagros para Niños. Yvonne is an active member of the Latino community as she also served on the previous Latino-American Advisory Commission Board. She has won numerous awards such as a Top 5 Latina Executive in the country and Fortune Magazine’s #26 Top 50 Most Powerful Latinas in the Country. Yvonne holds an MBA from Boston University in Finance and Marketing and a Bachelor degree from SUNY Albany. She is also a graduate of the ARMY R.O.T.C. program at Siena College in Loudonville, NY and holds a Certificate in Economics and Culture from La Sorbonne in Paris, France.
Regla is currently the Vice President of the League of United Latin American Citizens (LULAC). Regla has distinguished herself with great respect by serving the Hispanic community and maintaining its traditions. Regla has been recognized several times as one of the 100 most influential people in Massachusetts. Through the years she has been a member of the UIF Board, AAUW, Oficina Hispana Inc., founder of Bandera Cubana Inc., founder of LULAC Council Scholarships Program, which offers scholarships to Latino students entering College, The Massachusetts Heart Association, The Latino American Advisory Commission under Governor Celluci, and the Office of Refugees and Immigration. She has been involved with the Hispanic community for the past 40 years, has changed the lives of those that she has touched and has acted with justice, love, and the deepest of pride in her culture. Samalid M. Hogan
Samalid M. Hogan is presently the Regional Director of the Massachusetts Small Business Development Center (MSBDC), Western Regional Office. Preceding her work with MSBDC, she was the consulting project manager for the Holyoke Innovation District, and the Senior Project Manager at the City of Springfield’s Office of Planning and Economic Development. She has served as a Senior Economic Development and Policy Analyst at the Pioneer Valley Planning Commission and founded CoWork Springfield, a networking organization and co-working space. Samalid is a member of the Boards of Directors for Common Capital Inc., New England Public Radio Foundation Inc., and National Junior Tennis and Learning of Greater Springfield. She received her Bachelor degree in Economics from the University of Massachusetts, Amherst, and an MBA in Entrepreneurship and Innovation from Bay Path University.
Rene Jarquin is currently Partner and Chief Investment Officer at Single Point Partners. He moved to Single Point Partners after spending 12 years at BNY Mellon, where he held the position of Senior Director and Portfolio Manager. He has worked at GE Capital, Springwell Capital Partners, and Merrill Lynch. He received his MBA from Northwestern University’s Kellogg School of Management and did his undergraduate studies at the The University of Pennsylvania’s Wharton School of Business. He chairs the investment committee for the Home for Little Wanderers, and is the former President of the Boston Chapter of The Association of Latino Professionals for America (ALPFA), as well as an active member of the Board of Directors of Mass Venture.
As the current Vice President and Quality Engineering Director of Eastern Bank, Enna Jimenez has over 25 years of experience working in multiple industries such as financial services, education, advertising, and software companies. She was recognized as one of the El Planeta 2016 top 100 Most Influential Latino Leaders and Manager of the Year by Year Up. She also spearheaded and instituted a Latino Employer resource group at Wellington Management and is the President of the Boston chapter of the ALPFA. Enna is also a board member of the Commonwealth Corporation Board of Directors and was the past President of Simmons College Alumnae Association. Ms. Jimenez received her Bachelor’s degree in Computer Science and Spanish from Simmons College.
As the current Vice President of Business Diversity for Tufts Health Plan, Juan Lopera is responsible for leading enterprise-wide efforts to expand Tufts Health Plan’s presence in diverse communities. Juan was also the Director of Affordability Strategies at Blue Cross Blue Shield of Massachusetts, where he developed strategies to make health care more effective and affordable, and currently serves on the Corporate Advisory Board for ALPFA Boston, the largest Latino professional non-profit organization in the country. Juan is also a member of the Board of Directors for the Dimock Center, the Massachusetts Health Information Technology Council, Consejosano’s Advisory Board. Mr. Lopera received his Bachelor in Management from Boston College.
Lazaro is currently the Area Manager of Wireline Network Operations & Engineering for Verizon. As a 2013 Greater Boston Chamber of Commerce Future Leader, Lazaro was selected as one of the 100 Most Influential People for the Hispanic Community. He currently serves on the Latino Legacy Fund and the Governor’s Advisory Council on Refugees and Immigrants. Mr. Lopez received his Master’s degree in Corporate and Organizational Communication with Leadership Concentration from Northeastern University.
Rachel Lopez is the Vice President of Resource Management INC. She has been living in Fitchburg her entire life and has worked at the family business for over twenty years. Resource Management INC. is a privately own human resource organization and is now ranked as one of the top 50 largest Hispanic owned business in the US. She currently serves as a trustee of the Fitchburg Art Museum and is a former Treasurer on the Board of Centro Las America.
Mónica is Vice President of Community Relations at UMass Memorial Health Care, Inc.. Ms. Lowell brings 20 years of experience developing community-clinical linkage programs that target the needs of medically underserved populations. Ms. Lowell serves on several boards, including Family Health Center and the Association of Community Health Improvement. In her role at UMass Memorial Health Care, Inc., she is responsible for developing community health improvement efforts that build upon strong coalition-building and partnerships with diverse stakeholders. Born and raised in Colombia, Ms. Lowell is a graduate of Brown University with a degree in Anthropology.
Juan Carlos Morales
Juan Carlos Morales is a finance executive with over two decades of global experience in growth planning and business transformation. He is currently the Managing Partner at Surfside Capital Advisors LLC. Prior to this position he was the Senior Managing Director and Chief Financial Officer of State Street Global Advisors, and previously the Managing Director and Chief Financial Officer of BNY Mellon Wealth Management. Juan Carlos serves as the Co-Chair of the Latino Legacy Fund at The Boston Foundation and is a member of the Mass Development Finance Agency’s Board of Directors. He started his career as a CPA with PricewaterhouseCoopers, having received his Bachelor’s degree in Business Administration and Accounting from the University of Massachusetts, Amherst.
Vanessa Otero currently serves as the Chief Operating Officer of Partners for Community in Springfield, Massachusetts, an organization that is quickly becoming a regional model for mobilizing community resources for major impact on social issues. She is a member of the Regional Employment Board of Hampden Country and a former member of the Massachusetts Convention Center Authority Board. Vanessa received her Bachelor’s degree in Women’s Studies from Smith College and her Master of Public Administration from the University of Massachusetts, Amherst.
Serving as the principal of Holyoke Community Charter School for over a decade, Dr. Sonia Pope has been an educational leader in Western Massachusetts since the mid-90s. Prior to her becoming a principal, Dr. Pope worked as a School Committee Member for Amherst Regional High School and a Federal TRIO Program Director for Holyoke Community College. Dr. Pope received her Doctoral in Counseling and Education from the University of Massachusetts, Amherst.
Dan Rivera currently serves as the Mayor of Lawrence. Before becoming Mayor, Dan served as an At Large City Councilor, where he was elected Vice President of the Council and chaired the Budget and Finance Committee. He has extensive experience not only in the public sector but also in the marketing field as a marketing manager. After graduating high school Dan served our country as a Military Police Officer in Germany. Upon returning home he obtained his Bachelor Degree at the University of Massachusetts, Amherst and later earning his MBA from Suffolk University.
Mary Skelton Roberts
Mary Skelton Roberts is co-director of Barr’s Climate Change Program, focusing on transportation and land use. She is a leader in efforts to bring Gold Standard Bus Rapid Transit to the region, and helped the City develop its Go Boston 2030 transportation plan, which set a new standard for public engagement in city planning. In her climate preparedness work, she helped bring to life Boston Living with Water, a design competition that sparked imaginations nationwide as it envisioned a city adapting to a changing coastline. Prior to joining Barr in 2009, Mary was a consultant specializing in collaborative problem-solving and dispute resolution. She serves on the national boards of Hispanics in Philanthropy and the Funders’ Network for Smart Growth and Livable Communities. In Boston she serves on the Children’s Hospital Milagros Para Niños advisory council, and volunteers her time with organizations that offer social and cultural enrichment opportunities for children. Mary holds a master’s degree in city planning from MIT. She also holds mediation and facilitation accreditations from the Program on Negotiation at Harvard Law School and from the Center for Dispute Resolution in London. She is bilingual, bi-cultural, and a native Spanish-speaker of Cuban heritage.
Carol Sanchez is a licensed CPA, Founder and Partner of Sanchez and Santiago CPAs. Just recently, she served as the Commissioner of the Department of Conservation and Recreation of the State of Massachusetts. As a former public servant, she has found various ways to serve her community, including several boards such as a current member of the Executive Board of Directors for Main Street Bank, the Boards of Marlborough Hospital and the Metrowest Chamber. She is a founding member of ALPFA Boston and served as President, Board Member and Corporate Advisory Board. Her professional experience includes leadership roles at Staples, The Timberland Co, and Verizon. She is a Northeastern University Summa Cum Laude graduate, where she earned her Bachelor of Science in Business Administration, Accounting and Human Resources.
As a Program Officer for the Hyams Foundation and a racial and social justice funder, Nahir Torres works to improve education outcomes and opportunities for all Boston and Chelsea teens, and promote youth leadership. Prior to joining the Hyams Foundation in 2012, her previous experience includes positions with the Boston Foundation and the Boston Center for Adult Education and Families First Parenting Programs. A graduate of the Boston Public Schools, Ms. Torres received her Bachelor’s degree in Anthropology from Wellesley College, as well as her Master in Education from Harvard University.
As the President and CEO of El Mundo Media, Alberto Vasallo has been serving the Hispanic community by managing the longest running Latino publication in New England for nearly twenty-eight years. El Mundo serves an extensive network of corporate and community partners who leverage it as the most effective link to the Latino community of Massachusetts. Mr. Vasallo also created the annual “El Mundo Latino Family Festival” at Fenway Park, and received his Bachelor’s degree in Finance from Boston College.
