GOVERNOR PATRICK NOMINATES THREE EXPERIENCED ATTORNEYS TO THE INDUSTRIAL ACCIDENT BOARD
BOSTON – Tuesday, May 21, 2013 – Governor Deval Patrick today announced the nomination of three administrative judges on the Industrial Accident Board at the Massachusetts Department of Industrial Accidents (DIA): Sabina T. Herlihy, Joseph Labadini and Yvonne Vieira-Cardoza.
Sabina T. Herlihy has over 20 years of legal experience, with a strong focus on employment law. She has extensive litigation experience at DIA, at other administrative agencies and in state courts. Herlihy first developed an interest in workers’ compensation law as a law student working as a law clerk at DIA from 1986 to 1988. After law school, she practiced employment law at several law firms prior to opening her own practice in Walpole in 2003. Herlihy is a graduate of Regis College (B.A., 1981) and Suffolk University Law School (J.D., 1988). She resides in Walpole. If confirmed, Herlihy will fill the board position previously held by the Honorable Michael G. Chadinha.
Joseph Labadini also has many years of litigation and workers’ compensation law experience. He started working in this field as a law clerk and then as Assistant Corporation Counsel for the City of Boston from 1990 to 1995. Labadini then served for three years as Assistant General Counsel at DIA. Since 1998, he has been in private practice, representing both employees and employers, and for a few years representing plaintiffs in personal injury matters. For the past eight years he has served as in-house counsel to a national insurance company, actively litigating workers’ compensation cases at DIA. He is a graduate of Bates College (B.A., 1989) and New England School of Law (J.D., 1993). Labadini resides in Dedham. He is slated to fill the board position previously held by the Honorable Bridget Murphy.
Yvonne Vieira-Cardoza has been a DIA employee for over 30 years. She began as an administrative assistant and court reporter from 1982 to 1988, and served as a conciliator in the Fall River Regional Office from 1988 to 1997. Since 1997, Vieira-Cardoza has been working as an attorney in the General Counsel’s Office. She was an Assistant General Counsel for four years, representing the Workers’ Compensation Trust Fund in administrative hearings and state court litigation. Since 2002, she has served as Deputy General Counsel, conducting hearings and overseeing the daily operations of the legal department, including supervision of 15 attorneys. Vieira-Cardoza is a graduate of Chamberlayne Junior College (A.A., 1973), Bridgewater State College (B.A., 1991) and Southern New England School of Law (J.D., 1995). She is a resident of Wareham and an active volunteer within the Cape Verdean community. If confirmed, Vieira-Cardoza will fill the board position previously held by the late Honorable Emily J. Novick.
