Investments will benefit Tropical Foods Supermarket, Bornstein Pearl Food Production Small Business Center and the New England Center for Arts & Technology, Inc.

BOSTON – Friday, July 19, 2013 – Governor Deval Patrick today joined Mayor Thomas Menino to announce three key investments totaling $4,471,000 for projects that will facilitate new growth and investment in the Roxbury, Dorchester and Newmarket neighborhoods of Boston. The projects will provide training for a culinary workforce, preserve a long-time neighborhood business and provide food entrepreneurs with incubator space to assist with small business start-ups.

“We must do all we can to leave a better Commonwealth for the next generation, and these grants will create jobs now and foster long term economic opportunity and business growth,” said Governor Patrick.

Through the MassWorks Infrastructure Program, the Patrick Administration is awarding the Boston Redevelopment Authority $1,471,000 for site work needed for the full redevelopment of the Parcel 10 site in Dudley Square. Tropical Foods Supermarket, the only full service supermarket in a one-mile radius of lower Roxbury and the South End, is partnering with Madison Park Development Corporation to develop the Parcel 10 site into a $44 million, 90,000 square foot mixed-use development over three phases. In addition to the new supermarket space, the completed development will feature retail and office space as well as 68 units of housing.

“We’re thrilled about today’s announcement about funding for economic development because it fills the final funding gap and allows us to break ground on the new Tropical Foods supermarket and make necessary site improvements,” said Madison Park Development Corporation’s Executive Director Jeanne Pinado.

The Patrick Administration will also award a $1.5 million MassWorks Infrastructure Program award for the Bornstein Pearl Food Production Small Business Center. The award complements $3.7 million committed by the City of Boston for the Dorchester Bay Economic Development Corporation (EDC) to rehabilitate a long-vacant, 36,000 square foot former meat processing facility into food production business center. In partnership with Crop Circle Kitchen, Dorchester Bay EDC has designed the center to meet the needs of start-up and established food producers. It will provide a mix of shared-use production space, a dedicated food truck commissary, flexible lease terms for shared cold and dry storage, shared office and meeting rooms, plus small separately-leased kitchens for businesses ready to grow into their own dedicated space. The Center will maximize business and job opportunities for residents of Dorchester, Roxbury and Mattapan and will create approximately 150 jobs in the first three years of operation with businesses expected to begin moving into their new spaces in early 2014.

"Dorchester Bay EDC's goal at Pearl is to build jobs and local entrepreneurial businesses in the neighborhood” said Jeanne Du Bois, Executive Director of Dorchester Bay EDC. “This center will involve 30 to 50 small and startup businesses and will create 150 jobs for residents in approximately three years.”

The MassWorks Infrastructure Program Growth District Initiative, administered by the Executive Office of Housing and Economic Development (EOHED), awards grants for the construction of or the improvement of structures that will result in economic development and housing production within the state-designated Growth District.

“By targeting investments where they maximize new opportunities, leverage private funds and can benefit a wide range of interests, we are working to support business and community development well into the future,” said EOHED Secretary Greg Bialecki.

MassDevelopment will award a $1.5 million commitment to the New England Center for Arts & Technology, Inc. (NECAT) through the MassDevelopment Community Service Loan Fund program. NECAT secured 16,550 square feet of space in the Newmarket neighborhood in the City of Boston to establish a Culinary Arts Job Training Center and After-School Program for high school students. The program will be able to accommodate up to 54 students in three classes of 18. The classes and training will be approximately 22 weeks in duration. Once successfully completed, internships and job placement will assist the graduates in securing employment with various businesses in the region.

The MassDevelopment Community Service 501(c)(3) Loan Fund provides flexible financing to help community-based organizations expand or improve facilities.

“NECAT’s job training program fits MassDevelopment’s mission of supporting strong communities and skilled jobs,” said MassDevelopment President and CEO Marty Jones. “We’re pleased to leverage these funds for the Center’s construction in Boston.”

The neighborhoods that received grants today are part of the Boston Growth District, which was designated on June 17, 2013 and covers neighborhoods from East Boston to Roxbury. In partnership with local communities, the Patrick Administration identifies Growth Districts on an on-going basis and works closely with the local communities to ensure that the districts are development ready.
