MEMORANDUM FOR Noncommissioned Officer Education System (NCOES)
Students
SUBJECT: Welcome to the 101st Regiment (Regional
Training Institute)
1. With great pleasure I welcome you to Camp Edwards, MA. You
have been selected to attend one of the Noncommissioned Officer
Education System Courses. I welcome you as part of the Army quality
team dedicated to training the leaders of tomorrow.
2. The NCOES Staff at the RTI are committed to
providing an environment of high standards of appearance, professional
conduct, leadership, and discipline. Our academic program of instruction
will guide you through a series of challenges to prepare for the
future as a leader. Also, our Small Group Leaders are role models
who enhance the image of the Noncommissioned Officer as they teach,
mentor, and guide students through the course.
3. You have been selected based on duty performance
and potential for future assignments of greater responsibility.
Your selection is a distinct honor and is a reflection of the
faith your command has in your leadership potential. Successful
completion of this course is important to you and to the U. S.
Army. The academic standards you achieve will be reflected on
your final evaluation and be made a part of your permanent record.
We at the RTI will do everything to help you learn, grow, and
be successful while attending this course.
4. The NCOES Welcome Packet is important to your
success at this training institute. You must read it and learn
everything you can about the course you are attending. This handbook
is broken down into sections with specific guidance for each of
you. You are responsible for all information in it. Should you
have any questions about anything, do not hesitate to ask your
small group leader (SGL).

Student Guide
You may skip to any one of the following topics:
INTRODUCTION
The RTI believes in the Army Regulations that
govern the conduct and appearance of soldiers, and the conduct
of Programs of Instruction (POIs). The RTI staff will fully utilize
these regulations in the operation of the training institute and
will not publish "policy letters" for a subject that is already
addressed in an Army Regulation. The following areas are important
to every student who attends training at this institute. Any questions
should be addressed with your SGL, who will be able to provide
assistance or a copy of the applicable regulation.
1. REFERENCES: TRADOC Reg 351-10, TRADOC Reg 351-18,
AR 350-1.
2. APPLICABILITY: This handbook applies to all
soldiers attending NCOES, regardless of which phase, at the Regional
Training Institute (RTI), Camp Edwards, MA.
3. REPORT TIME: All soldiers will report to Building
1203 no later than 0730 on the report date of a training period.
If your orders are wrong, contact your unit immediately. Students
will bring all orders and course prerequisite documentation. If
you cannot be here on time due to circumstances beyond your control
(ie. flight delays), you must call the RTI at (508) 968-5829 to
notify the Staff Duty Noncommissioned Officer (NCO) of your situation.
4. REPORTING IN DURING NON-DUTY HOURS: Personnel
reporting during non-duty hours will contact the Staff Duty NCO
for billeting information (since linen will be issued during in
processing, students arriving prior to the report date will need
to bring linen). The Staff Duty NCO is located in Building 1212,
and can be contacted at (508) 968-5829.
5. TELEPHONE INQUIRIES: Call (508) 968-5829 for
the Administration Center or (508) 968-5871 for Operations.
GENERAL
POLICIES
1. SEXUAL HARASSMENT / EQUAL OPPORTUNITY (AR 600-20,
DA PAM 600-26): Small group leaders (SGL), staff, or students
at this RTI will not tolerate Sexual Harassment. The US Army provides
equal opportunity and treatment for all soldiers regardless of
race, color, religion, gender, or national origin. Any problems
with such will be addressed through the chain of command to the
RTI EO Advisor.
2. CIVIL OR MILITARY VIOLATIONS (Uniform Code
of Military Justice (UCMJ)): All violations of civil or military
law are subject to dismissal from the RTI.
3. DRUGS AND ALCOHOL (AR 600-85): No alcohol or
illegal drugs will be in possession or consumed by any soldier
in the company area. Soldiers are subject to biochemical drug
testing.
4. APPEARANCE (AR 670-1): Staff, SGLs and students
will conform to AR 670-1 at all times. SGLs "set the example".
Soldiers will ensure their appearance conforms to regulations
prior to reporting.
5. CONDUCT (AR 350-1, AR 600-20, DA Pam 600-35):
a. Fraternization will not be tolerated.
b. Relationships between soldiers of different
rank that involve, or give the appearance of, partiality, preferential
treatment, or the improper use of rank for personal gain, are
prejudicial to good order, discipline, or unit morale will not
be tolerated.
c. Conduct of the highest standard is expected
of staff, SGLs and students.
6. QUARTERS AND DINING FACILITIES:
a. Quarters are provided at no cost and will be
utilized by all students. Students must stay in the barracks assigned
by their SGL.
b. Dining facilities are provided at no cost and
will be utilized by all students.
7. SMOKING POLICY (AR 600-43): Smoking and/or
use of any tobacco product is prohibited in all RTI buildings,
vehicles, and shelters. Designated smoking areas are provided
and policing of those areas is the responsibility of the soldiers
who use them.
8. VALUABLES: Students are reminded that the safekeeping
of valuables is a personal responsibility; therefore, keep valuables
at home and bring a secure lock for your locker.
9. OFF LIMITS: All offices are off limits to students,
unless directed to report by their SGL. Billets are off limits
to members of the opposite gender.
10. PHYSICAL FITNESS TRAINING: As part of training,
students are required to participate in the Army Physical Fitness
Program in accordance with AR 350-41 and FM 21-20.
11. PROFILES (AR 351-1 para 5-33): Students with
permanent military profiles must show documentation during in
processing. Permanent profiles without an aerobic event will not
be accepted for enrollment.
a. Soldiers with a permanent designator of 2 in
the physical profile must bring a copy of DA Form 3349 (Physical
Profile). They will be eligible to attend and train within the
limits of their profile, provided they can meet minimum course
graduation standards.
b. Soldiers with a permanent designator of 3 or
4 in the physical profile, must bring a copy of DA Form 3349 and
the results of their Medical Screening Board (DA Form 3940R for
ARNG soldiers and the latest "Fit for Duty Physical" for USAR
soldiers). These soldiers are eligible to attend and train within
the limits of their profile, provided they can meet minimum course
graduation standards.
12. RELEASES PRIOR TO COMPLETION OF THE COURSE:
Students may be unenrolled from a course before completion for
the following reasons:
a. Personal.
b. Disciplinary reasons.
c. Lack of motivation.
d. Academic deficiencies.
13. APPEALS OF UNENROLLMENT FOR MOTIVATIONAL,
DISCIPLINARY, OR ACADEMIC REASONS:
a. Appeals of unenrollment must be submitted within
48 hours after receipt of the written notification of unenrollment.
Appeals by students will be forwarded to the Commandant of the
Leadership Training Company for appropriate action.
b. Soldiers who have elected to appeal will remain
actively involved in the course pending disposition of their appeals;
however, as an exception to this policy, any soldier who disrupts
the normal day-to-day operations of the course will be released
immediately.
14. MAIL: The mailing address for students attending
courses during annual training is:

15. EMERGENCIES: In case of emergencies contact
the RTI Administration Center at (508) 968-5829. Emergencies that
require a soldier to return home must be coordinated with your
local Red Cross office.
16. GRADUATION: A graduation ceremony honoring
students who successfully complete the course of instruction will
be conducted on the final day of the course. Graduation will be
held the last scheduled training day at 1330. Approximate release
time is 1400.
STUDENT
ADMINISTRATION
1. STUDENT CONDUCT: The RTI teaches and enforces
the standards of the United States Army as prescribed by appropriate
regulations, traditions, and directives. It is the student’s responsibility
to maintain these standards during the course of instruction and
throughout their military career. While on and off duty, students
will maintain high standards of appearance and conduct. Misconduct
may result in immediate disciplinary action and dismissal from
the RTI.
2. STUDENT ASSIGNMENT: During in processing, students
will be assigned to their billets and group. It is very important
that students place their rank, name, and course attending on
all correspondence while here at the RTI.
3. SMALL GROUP LEADERS: Small Group Leaders (SGLs)
will be assigned to each class. The SGLs are the first link in
the student's chain of command and their instructions are to be
followed. They are not authorized to render any assistance that
would give one student an unfair advantage over any other student.
They will assist all students in any way possible.
4. STUDENT PAY: The student’s parent unit is responsible
for processing student pay. Pay for members of the Individual
Ready Reserve (IRR) will be processed by ARPERCEN FAO and mailed
to the student’s home of record. You are advised to bring enough
money to sustain yourself.
5. BILLETS: Students will reside in the billets
while attending the RTI. Maintenance of living areas is the responsibility
of the student chain of command. Small Group Leaders conduct daily
inspections of living quarters. Students are expected to maintain
their living areas in a high state of police at all time.
6. UNIFORM AND EQUIPMENT: Students are required
to have certain items of clothing and equipment in their possession
while at the RTI. The responsibility of obtaining the necessary
equipment belongs to the unit and the soldier. If the soldier
reports to the RTI without all-necessary clothing and equipment
they will be counseled by their SGL.
7. TRAINING SCHEDULE: A copy of the training schedule
is located in the Visitor’s Book in each classroom and given to
each student. The training schedule provides daily guidance.
8. SAFETY RESPONSIBILITIES: Promoting safety conscious
habits and complying with safety policies is the responsibility
of all soldiers. Safety is an individual, as well as a command
responsibility. Safety and accident prevention require awareness
of dangers and continual alertness to minimize and prevent accidents.
LEADERSHIP
1. PURPOSE: This section outlines
the responsibilities of students toward the leadership development
program and the maintenance of the student area.
2. GENERAL: The SGLs and students work together
to ensure the smooth operation of the student chain of command.
The student’s basic responsibility is to understand the provisions
of the Student Guide and to comply with them. SGLs are responsible
for ensuring that the student chain of command is aware of all
changes so the student stays informed.
3. COUNSELING: Counseling sessions, both verbal
and written, will be used to help develop professional standards,
habits, attitudes, and to correct deficiencies. At a minimum,
students will receive formal counseling as follows:
a. Initial counseling after in processing.
b. After serving in a leadership position.
c. After failing an examination.
d. At the end of the course.
e. As required based on positive or negative conduct.
f. As outlined in the Course Management Plan/Program
of Instruction (CMP/POI).
4. CONDUCT: Leaders attending this RTI must always
conduct themselves in a professional manner, and strictly adhere
to current Army regulations. Violations of established standards
of conduct may result in dismissal from the course and the RTI.
5. STUDENT CHAIN OF COMMAND: Instructions from
the student chain of command must be strictly adhered to by all
students. Full cooperation of all students is required at all
times even though a student leader may actually be of lower rank.
Failure to respond to orders given by a student leader could result
in disciplinary action or release from the RTI.
6. HONOR CODE: A high sense of honor is the mark
of a true leader. There is a need for character and integrity
in the military leader of today, recognize this as a basic requirement
for being an NCO. The Code of Honor represents the American interpretation
of customs and philosophies, and combines tradition with practical
military necessity. Without doubt, honor is a virtue and a fundamental
attribute of character that implies truthfulness, integrity, loyalty,
courage, and self-respect. While admirable in all people, honor
is indispensable to a NCO. The untruthful NCO may be risking the
lives of fellow soldiers and the honor of this country. The honor
code accepted by the NCO Corps is the NCO Creed.
7. HONOR CODE VIOLATIONS: A violation of the honor
code is cause for disciplinary dismissal from the RTI. Students
will prepare their own presentations and complete all examinations
on their own. Students violating this trust will receive a failing
grade on the test or the presentation in question, and face dismissal
from the course.
STANDARDS
OF EVALUATION
1. STUDENT DEVELOPMENTAL LEADERSHIP ASSESSMENT
PROGRAM (DLAP): This is a record maintained by the SGLs and reflects
counseling, in addition to daily performance notes on each student.
The nine leadership competencies found in FM 22-100 are used as
the base.
2. EXAMINATIONS: Examinations and graded presentations
are administered as a mandatory item and are essential in meeting
the prerequisites for graduation. All examinations will be administered
by a Test Administrator. Written examinations test student knowledge
on Enabling Learning Objectives (ELOs) from certain lessons in
the course. Not all ELOs are tested. Students must achieve 70%
or higher in each of the written examinations in the course.
Students failing to achieve a score of 70% or higher are afforded
an opportunity to retrain and retest (one retest only). Students
who fail the retest are academically dismissed from the course.
a. Examinations and graded presentations missed
for a valid reason will be made up during the retesting time period
on the training schedule.
b. The use or preparation of any device to be
used for cheating or compromising on any examination constitutes
an honor code violation and will result in disciplinary dismissal
from the course.
COURSE
STANDARDS
1. PURPOSE: The performance summary is intended
to measure the level of performance of each student against the
course standards.
2. EXCEEDED COURSE STANDARDS: This honor is reserved
for those students whose overall course achievement is significantly
above standard in the nine leadership competencies and has excelled
academically on all examinations. This category will not exceed
20% of the class enrollment.
3. ACHIEVED COURSE STANDARDS: This category applies
to those students who achieved the overall acceptable course standards.
4. MARGINALLY ACHIEVED COURSE STANDARDS: This
category is for those students who achieved, with difficulty,
the minimum acceptable course standards as identified in the course
grading plan, students who require corrective performance counseling
concerning those qualities and traits expected of an NCO, and
to students who are not motivated to perform to full capability.
5. FAILED TO ACHIEVED COURSE STANDARDS: This category
refers to students unenrolled for academic or disciplinary reasons.
Total Army Instructor
Training Course (TAITC)
The 2nd General Studies Battalion will conduct two classes of
TAITC. The course length is three (3) IDT training weekends. The
Total Army Instructor Training Course is required for soldiers
to earn an "H" identifier. It replaced the Battle Focused Instructor
Training Course. For more detailed information, click on the course
title above.
TRAINING DATES
Small Group
Instructor Training Course (SGITC)
The 2nd General Studies Battalion will conduct three classes
of SGITC. The course length is two (2) IDT training weekends.
The Small Group Instructor Training Course is required for soldiers
who wish to teach NCOES. Successful completion of the Total Army
Instructor Training Course (TAICT) is a prerequisite. For more

ANCOC
Common Leader Training
MEMORANDUM OF INSTRUCTION
1. Congratulations on your acceptance to attend the 101st Regiment,
Regional Training Institute (RTI) ANCOC Phase I Common Leader
Training course. We welcome you to this training phase in your
military career, which will enable you to develop new leadership
skills and assume greater responsibilities for the next higher
rank.
2. In accordance with TRADOC Regulation 351-18 and the United
States Sergeants Major Academy, soldiers MUST meet certain requirements
PRIOR to enrollment.
a. Upon arrival at the 101st Regiment (RTI) you will participate
in a weigh-in and the US Army Physical Fitness Test (APFT). If
you have a permanent profile, a copy must be turned in during
inprocessing. If you require an alternate event, such as the 2.5-mile
walk, you must notify the S-3 section (see para 6a) one-week prior.
You will not be enrolled if you fail to meet the Army standard
for the Weigh-in requirement. The APFT is a GRADUATION REQUIREMENT.
ALL SOLDIERS must participate in the APFT upon enrollment. However,
those soldiers who fail to successfully complete the APFT at the
time of enrollment will be given 90 DAYS to train and be re-tested
in the third month of training.
b. Completion of the Basic Noncommissioned Officer Course (BNCOC)
is a prerequisite for attendance of ANCOC Phase I. The DA Form
1059 (Academic Evaluation Report) from the final Phase will be
used as evidence of completion of course and turned in at inprocessing.
c. A complete list of documentation required at inprocessing
is located further down on this page.
3. General Information. The following is provided on this site
for informational purposes only. ALL STUDENTS WILL BE MAILED
A COMPLETE LETTER OF INSTRUCTION FOR THE COURSE ATTENDING 30-DAYS
PRIOR TO THE SCHEDULED START DATE.
a. You will report to the Post Gymnasium, Building 4180 in the
Army physical fitness uniform (PFU), gray shorts and gray shirt
with white socks (no markings), or gray sweats, NLT 0730 the start
date for the course.
b. If you plan on arriving Friday evening, you must notify the
RTI one week prior to the start date to ensure billets are available.
For those individuals reporting on Friday, you must bring your
own linen. Linen will not be issued to students until they have
been enrolled into the course.
c. All students are required to remain overnight and reside in
billets.
d. Meals are available, Saturday noon through Sunday noon.
e. Upon course completion, a graduation ceremony will follow,
time and location to be announced. Family and unit members are
encouraged to attend.
f. Students MUST contact the RTI upon receipt of the official
letter of instruction.
4. Administration Information for Pay:
a. Massachusetts Army National Guard soldier's attendance at
the RTI will be verified for pay purposes on the MARTI Forum on
MASSNET or the future equivalent. (Unit Administrators please
note.)
b. USAR soldiers will have a DA Form 1380 submitted by the S-1
to the soldier's unit to verify attendance at the close of each
training weekend.
5. Attendance requirements. Soldiers must attend all scheduled
training times and dates to receive a certificate of completion.
Absence without mitigating circumstances will result in dismissal.
6. For specific questions not answered on this site you may call

a. Training: Training questions may be directed to the RTI Training

Common Leader Training

military career, which will enable you to develop new leadership
skills and assume greater responsibilities for the next higher

States Sergeants Major Academy, soldiers MUST meet certain requirements
PRIOR to enrollment.
a. Upon arrival at the 101st Regiment (RTI) you will participate
in a weigh-in and the US Army Physical Fitness Test (APFT). If
you have a permanent profile, a copy must be turned in during
inprocessing. If you require an alternate event, such as the 2.5-mile

Total
Army Instructor Training Course
- Formerly known as the Battle-Focused Instructor Training
Course (BFITC), the Total Army Instructor Training Course (TAITC)
qualifies soldiers to instruct MOS Qualification courses, and
other formal military training. The course also endeavors to enhance
the trainer skills of the individual soldier.
- During TAITC, soldiers must learn how to prepare lesson
plans, present training to small groups, and give oral presentations
in a classroom setting.
- Prior to graduation, soldiers are required to present
a formal block of instruction.
- Upon graduation, soldiers are eligible to receive the
Additional Skill Identifier "H" (Instructor).
Course Prerequisites and Requirements
All soldiers must:
- Meet the weight requirements of AR 600-9 and/or body
fat screening. All soldiers will be weighed in during inprocessing.
Soldiers failing to meet weight requirement will be denied enrollment
and sent back to their Unit of Assignment.
- Attend all training assemblies.
- Successfully complete all assigned tasks required of the Program
of Instruction and Course Management Plan.
All soldiers must submit the following documents at inprocessing:
- Valid DA Form 705, APFT Scorecard. APFT must be within 12 months
of graduation date for course scheduled to attend.
- Copies of orders for all three training weekends.
General Information
ALL SOLDIERS WILL BE MAILED A COMPLETE LETTER OF INSTRUCTION
FOR THE COURSE ATTENDING 30-DAYS PRIOR TO THE SCHEDULED
START DATE.
Small Group
Instructor Training Course
- The Small Group Instructor Training Course (SGITC) qualifies
soldiers to instruct in the Noncommissioned Officer Education
System and higher level professional development courses. The
course also endeavors to enhance the course management skills
needed as a Small Group Leader.
- During SGITC, soldiers must learn how to prepare lesson
plans, present training to small groups, and give oral presentations
in a classroom setting.
- Prior to graduation, soldiers are required to present
a formal block of instruction.
Course Prerequisites and Requirements
All soldiers must:
- Meet the weight requirements of AR 600-9 and/or body fat screening.
