The program requires strong partnerships between the companies, municipalities and state. It is very important that potential applicants work with their MOBD Regional Director from the earliest point possible to discuss project parameters and eligibility for consideration under the Economic Development Incentive Program.

Municipal Guidance

Please refer here for information about Economic Target Area (ETA) and Economic Opportunity Area (EOA) designations and procedural guidance on necessary local approvals for projects seeking incentives from the EDIP.


Economic Assistance Coordinating Council

All EDIP projects must receive approval from the Economic Assistance Coordinating Council ( EACC ). The EACC is a public-private body compromised of fourteen members consisting of "ex officio" members and Governor appointed members. The EACC is responsible for designating Economic Target Areas ( ETA ), Economic Opportunity Areas ( EOA ), and Certified Projects - the three steps in the Economic Development Incentive Program.
