FY 2011 Action Plan
The Massachusetts Department of Housing and Community Development (DHCD) has prepared the FY 2011 Action Pan as required by the US Department of Housing and Community Development (HUD). The Plan covers the HUD-funded Community Development Block Grant (CDBG), HOME Investment Partnership (HOME), Emergency Services Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA) programs. After a 30-day public comment period that ended on February 7, DHCD submitted the Plan to HUD on February 15, 2011.

The 2010-2014 Consolidated Plan is now available. Every five years, DHCD is required to produce this plan for HUD detailing how Massachusetts will use the Community Development Block Grant, HOME Investment Partnership, Emergency Shelter Grant, and Housing Opportunities for People with AIDS funding to advance housing and community development goals. This plan sets out goals and strategies for Massachusetts' housing and community development priorities over the next five years.

FY2005 - 2009 Consolidated Plan (includes FY2005 Action Plan)
The Consolidated Plan combines into one document the previously separate planning and application requirements for four federal programs - the Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Emergency Shelter Grants (ESG), and Housing Opportunities for Persons with AIDS (HOPWA) funding - and the Comprehensive Housing Affordability Strategy (CHAS). A new grant program, the American Dream Downpayment Initiative (ADDI), was added this year as part of the HOME Program. These programs are called formula programs because HUD distributes the funds to each state based on a statutory formula that takes into account population, poverty, incidence of overcrowded housing, and age of housing stock. Consolidated Plans must be submitted every five years; more detailed
action plans are required annually. (due to the large file size, this plan has been broken down into the following sections):
