Introduction
The Committee on the Status of Payment Reform Legislation, a committee of the Massachusetts Health Care Quality and Cost Council, was charged with reviewing a draft outline of legislation to implement comprehensive payment reform in Massachusetts. The committee solicited input from interested stakeholders and experts. The goal of the committee was to make recommendations about key decision points to the full Council in order to inform comprehensive payment reform legislation.
