In addition, the 2004 Construction Reform Act created a significant role for the Office in regards to the use of construction manager at risk and design build alternative delivery methods. In 2009, pursuant to legislation, the Office initiated its monitoring of many programs funded through the American Recovery and Reinvestment Act (ARRA).
