Said audits shall be complete not later than January 1, 2003, at which time the department shall calculate the difference between actual project costs eligible for reimbursement and the preliminary approved costs. If a positive difference exists, a payment equal to that amount shall be made to the City of Lynn from funds appropriated in item 7052-1559 of this act, but not more than the amount appropriated in said item.”
