Mr. Swan of Springfield moves that the bill will be amended in Section 2, line item 4512-0200, by adding at the end thereof the following:  “provided further that not less than $200,000.00 shall be expended to Northern Educational Services, Inc., so-called, in Springfield, to operate the Youth Zone Program.”.
