Mr. Swan of Springfield moves that the bill be amended in Section 2, in line item 7004-0099, by adding the following: “provided further that not less than $200,000.00 shall be expended to the Springfield Neighborhood Housing Services, Inc., so-called, in Springfield to prevent foreclosures, assist first-time home buyers, and to create jobs.”
