Representative Murphy of Weymouth, Representative Jones of North Reading, Representative Nangle of Lowell, Representative Golden of Lowell, Representative Garry of Dracut, Representative Hall of Westford, Representative Murphy or Lowell, Representative Hynes of Marshfield, Representative Teahan of Whitman, Representative Driscoll of Braintree, Representative Hargraves of Groton, Representative Linsky of Natick and Representative Bradley of Hingham moves that the bill be amended by adding at the end thereof the following section:

 

 

“Section    .  Notwithstanding any general or special law to the contrary, any hospital that does not provide on-site open heart surgery but does provide primary or emergency angioplasty and has been approved by the Department of Public Health to participate in a randomized study by the Harvard School of Public Health to provide on-site elective angioplasty, shall be provided funds to cover certain startup costs incurred in participating in the study.  Such costs shall include, but not be limited to, the costs of establishing the data collection and quality review oversight functions of the study.  Specifically, the Department of Public Health is hereby appropriated $5,000,000 for such purpose, and each qualifying hospital shall receive no less than $500,000 to fund the startup costs incurred in initiating and participating in the study.  Furthermore, the department of Public Health shall receive no more than $500,000 from the funds appropriated for this section for agency administrative and infrastructure costs tied to the implementation of the study.”
