Representative Costello of Newburyport moves that the bill be amended in section 2, in item 8800-0300 by adding at the end thereof the following:

“provided further that not less than $75,000 shall be expended for the Phase 2 upgrading and installation of updated monitoring equipment for C-10 of Newburyport this expense shall be apportioned according to the formula stated above.”
