Mr. Kocot of Northampton, Mr. Kulik of Worthington, Mr. Scibak of South Hadley, Ms. Story of Amherst                         move to amend the bill in section 2, in item 8910-0110, at the end thereof, the following: “…provided further, that not less than $250,000 shall be expended for the expenses related to the usage of the Hampshire Regional Lockup Facility by state law enforcement agencies, provided further, that the comptroller, in coordination with the treasurer and the secretary of public safety shall establish a revolving fund on the books of the Commonwealth to which shall be credited all funds collected by the Hampshire Regional Council of Governments related to services rendered to communities and law enforcement agencies at the Hampshire Regional Lockup Facility.  Said secretary may allocate a reasonable administrative fee to said council for coordinating payment notices to participating communities and law enforcement agencies and collecting said funds. Expenditures may be made by the Hampshire sheriff for the operation of said facility from said revolving fund revenues, including interest, without further appropriation, provided further, that the treasurer is hereby authorized, under the provisions of chapter 58, section 20A, to withhold from any community’s so-called “cherry sheet” local aid payment an amount equal to any assessed but unpaid liabilities,  for services rendered to that community at said lockup facility during the previous fiscal year”; and in said item by striking out the figures “$12,918,492” and inserting in place thereof the figures “$13,168,492”.
