Mr. Kocot of Northampton moves to amend the bill in section 2, in item 1599-1970 by inserting at the end thereof the following:  “…provided, that all funds recouped from the Massachusetts Port Authority by the Metropolitan Highway System and the Commonwealth subsequent to the assumption of care and custody of portions or all of the Central Artery system, including but not limited to roads, bridges, tunnels and associated infrastructure, by said authority, shall be allocated to road and bridge projects within districts one and two of the Massachusetts highway department, including the Berkshire, Franklin, Hampshire and Hampden catchment areas, in addition to previously appropriated or authorized amounts for said projects, and provided further, that the inspector general shall evaluate the progress of said recoupment and assumption of care and custody by said authority and report his findings to the House and Senate committees on ways and means no later than January 1, 2008”
