Mr. Kocot of Northampton moves to amend the bill in section 2, in item 2260-8870 by inserting at the end thereof the following:  “…provided further, that not less than $1,000,000 shall be expended to prevent and mitigate groundwater pollution due to the expansion of the regional solid waste landfill, located in the city of Northampton”; and in said item by striking out the figures “$16,116,601” and inserting in place thereof the figures “$17,116,601”.
