“SECTION 28A. Notwithstanding Section 12 or 17 of Chapter 138 of the General Laws or any other general or special law to the contrary, a holder of a seasonal liquor license may convert a seasonal liquor license into a full season license for the sale of all alcoholic beverages to be drunk on the premises by applying for conversion to the local licensing authority or to the Commonwealth of Massachusetts Alcoholic Beverages Control Commission within 90 days of the enactment of this section. Such approval may not be unreasonably withheld.”
