Mr. Kocot of Northampton moves that the bill be amended in section 2 by inserting the following item:

“1599-7781        For a reserve to be allocated to the city of Northampton for additional costs and rate relief related to the engineering, construction and operation of a federally-mandated drinking water filtration plant constructed in the town of Williamsburg, provided that the funds may be expended by the department of public works of the city of Northampton……………………………                                $1,000,000
