Representatives DiNatale of Fitchburg, Fernandes of Milford, Gobi of Spencer, Grant of Beverly, O’Day of West Boylston, Barrows of Mansfield, Rice of Gardner, Fresolo of Worcester, Brownsberger of Belmont, L’Ilalien of Andover, and Lantigua of Lawrence, move that H4700 be amended by adding the following:
Unfunded Mandate WORKING GROUP
SECTION 1.
There is hereby established an unfunded mandate working group to study the impacts of federal and state mandates on local governments. The working group shall report its findings and conclusions to the general court and make recommendations regarding any necessary legislative and regulatory changes which are suggested by those findings and conclusions. The first meeting of the working group shall take place within 90 days after the effective date of this act.
SECTION 2.
The working group shall consist of 13 members: the chairpersons of the House and Senate Ways and Means committees, or their designee, who shall serve as the co-chairs of the working group; the Secretary of Environment and Energy Affairs or his designee; the Secretary of Transportation or his designee; the Secretary of Administration and Finance or his designee; the Secretary of Education or his designee; the Executive Director of the Massachusetts Municipal Association, or his designee; a President of the Massachusetts Mayor’s Association or his designee; the Executive Director of the Conservation Law Foundation or his designee; the Executive Director of the Massachusetts Association of School Superintendents or his designee; and 3 appointees of the Governor that shall include one of each of the following: a director of public works, a city or town manager and a superintendent of schools.
SECTION 3.
The working group shall file a report containing its recommendations, including legislation and regulations necessary to carry out its recommendations, with the joint committee on education, the joint committee on transportation and the joint committee on the environment, natural resources and agriculture with the clerks of the house and senate not later than 6 months following the first meeting of the working group.
